The number bank shall consist of days off with LO hour per employee of leave per contract year. For purposes of computation the size of the bargaining unit will be defined by the total employee count reflected on the Dues/Fees Transmittal for the pay period closest to the expiration of the contract yeax. Adjustments, if any, to the size of the bank will then take effect on July 1" of the subsequent contract year. For purposes of this article "contract year" is defined as the period from July 1, (a) through June 30, inclusive, or (b) until the contract expires, whichever occurs first. Leave granted p1ior to the execution of this Agreement shall be credited against the bank. Union Business Leave. 2.8.1 The maximum of two (2) Union delegates shall be granted release time with pay to attend one (1) statewide Council 82 Convention per year, one (1) AFSCME Convention every two (2) years, one (1) State AFL-CIO Convention every two (2) years, and one (1) day for a legislative conference per year.
12.8.2 During the term of this Agreement, the President of Local 2841 shall, at his/her option, be assigned to a day shift, Monday through Friday, with weekends off. This option may be exercised twice by the President during the term of this Agreement. The officers and representatives Chief of Police shall have the option to allow such change more than twice. Each such leave, its term and renewal, shall be subject to the discretionary approval of the Chief of Police. Up to three Not more than two (32) Union representatives of shall be granted leave from duty with full pay when the Union shall President is not available for all meetings between the City and the Union for the purpose of processing grievances at Step 1 and above when such meetings take place at any time during which such members are scheduled to be allowed time off on duty for negotiations or conferences with City Officials, without loss the length of pay or benefits, provided that the City’s operations shall always take priority over other business. Off-duty personnel will not be compensated for such negotiations, conferences or hearingsmeeting plus up to two (2) hours before and no more than one (1) hour after said meeting.
3. 4. Officers and/or A written list of Union stewards and other officers and representatives of shall be furnished to the City immediately after their designation and the Union shall be granted time off, without loss notify the City of pay, to attend training classes without loss of pay or benefits to further management-employee relationsany changes.
5. The number of days off with pay and benefits under paragraphs 3 and 4 shall not exceed an aggregate of four (4) days for the entire bargaining unit per calendar year. All requests for leave pursuant to paragraphs 3 and 4 Union representatives shall be submitted in writing granted up to twelve (12) tours leave per year from duty with full pay for attending workers’ compensation hearings, unfair labor practice conferences and hearings and court related hearings. The Union agrees to give the City Manager no less than ten (10) working days prior to Fire Chief and Director of Human Resources a list of Union representatives attending such hearings and the date and location of the requested leavesuch hearings.
6. Any Officer or Xxxxxxx of the Union shall be allowed to investigate any situation/issue brought to his/her attention by either union members or management. If the nature of the issue is such that expedited handling will result in prompt disposition thereof without interference to department operations then management shall allow the Officer/Xxxxxxx to investigate the matter while on duty, provided that City operations will always take priority over other business. It is further understood that time spent by Officers/Stewards on Union related matters while off duty is non-compensable. Time spent by Officers/Stewards processing matters through the grievance procedure, attending disciplinary sessions with supervisors, and attending disciplinary and/or administrative hearings before appropriate authorities shall only be paid during their regularly scheduled workweek.
7. Staff representatives of the Union shall be allowed to meet with employees during unpaid lunch and/or coffee breaks to the degree the meetings do not disrupt the workplace.
