Common use of Union Business Leave Clause in Contracts

Union Business Leave. (A) Members who have provided written consent through an authorization form per rule 5.02 shall have six (6) hours of “A” Days contributed to the Union Business Leave Bank on an annual basis. Assessments shall take place upon written request from the Regional Director on or before August 1st of each year. Such “A” Day assessments will be converted to its dollar value at the rate of pay of the bargaining unit member from whom the leave was received. Those dollars (with benefit costs) shall be placed in the Union Business Leave Bank. When business leave is used in accordance with Rule 23.08 of the master agreement, dollars will be withdrawn from the Union Business Leave Bank equal to the hourly rate (with benefit costs) of the bargaining unit member utilizing the leave times the hours of leave taken. All “A” Day hours transferred to the Bank is final and not recoverable for re-credit to an individual’s “A” Day account. (B) Employees shall be allowed to voluntarily donate “A” Days to the Union Business Leave Bank, subject to the following procedures and conditions: (1) Each employee wishing to donate “A” Days will fill out, date and sign a request showing the amount of accumulated time off they wish to donate. (2) Each such request will have written or typed along the bottom, “A” Day donation to Inlandboatmen's Union of the Pacific, Alaska Region, Union Business Leave Bank." (3) Inlandboatmen's Union of the Pacific, Alaska Region, will deliver all such “A” Day requests to the Alaska Marine Highway System. The vacation hours shall then be converted to dollars at the hourly rate of the donor and be transferred to the Union Business Leave Bank. (4) The Employer will not be responsible for the collection, or any statements made in relation to the collection, of said donations. (5) All donations are final and not recoverable for recredit to the donor's account. (6) It is understood that such voluntary “A” Day donations are in addition to the mandatory “A” Day donation of one (1) day required under Rule 23.08(A). (C) The release of members from duty for Union Business Leave shall be handled on the same basis as release for vacation. Approval for such release shall not be unreasonably withheld by the Employer.

All “A” Day hours vacation transferred to the Bank is final and not recoverable for re-credit recredit to an individual’s “A” Day 's vacation account. If the Union believes an improper contribution has been made to the business leave bank the Regional Director must request correction within thirty (30) days of the contribution or from becoming aware of the improper contribution. Once the Bank has reached an accumulation of one hundred and ten thousand, five hundred dollars ($110,500.00), contributions shall cease and will be reinstated only when the cash value in the Business Leave Bank drops below forty-two thousand, five hundred dollars ($42,500.00). The Union shall be responsible for monitoring the balance in the Union Business Leave Bank and will notify the AMHS when the ceiling and floor dollar amounts are met. (B) Employees shall be allowed to voluntarily donate “A” Days vacation to the Union Business Leave Bank, subject to the following procedures and conditions: (1) Each employee wishing to donate “A” Days vacation will fill out, date and sign a vacation request showing the amount of accumulated time off they wish vacation to donatebe donated. (2) Each such vacation request will have written or typed along the bottom, “A” Day "Vacation donation to Inlandboatmen's Union of the Pacific, Alaska Region, Union Business Leave Bank." (3) Inlandboatmen's Union of the Pacific, Alaska Region, will deliver all such “A” Day vacation requests to the Alaska Marine Highway System. Such “A” Day assessments will vacation shall be converted to its dollar value dollars at the vacation pay rate of pay of the bargaining unit member from whom the leave was received. Those dollars (with benefit costs) shall be placed in donor and transferred to the Union Business Leave Bank. When business leave is used in accordance with Rule 23.08 Withdrawal requests from the Bank will be for purposes of contract negotiations, executive meetings, training sponsored by the Union and other purposes as may be determined by the Vice President of the master agreementInternational Organization of Masters, dollars will be withdrawn Mates and Pilots, Pacific Maritime Region. Requests for withdrawal from the Union Business Leave Bank equal shall be made only by the Vice President to the hourly rate (with benefit costs) Director of Labor Relations on forms mutually agreed on by the bargaining unit member utilizing parties and furnished by the leave times the hours of leave takenUnion. All “A” Day hours vacation transferred to the Bank is final and not recoverable for re-credit recredit to an individual’s “A” Day 's vacation account. (B) Employees Deck Officers shall be allowed to voluntarily donate “A” Days vacation to the Union Business Leave Bank, subject to the following procedures and conditions: (1) . Each employee Deck Officer wishing to donate “A” Days vacation will fill out, date and sign a vacation request showing the amount of accumulated time off they wish vacation he or she wishes to donate. (2) . Each such vacation request will have written or typed along the bottom, “A” Day "Vacation donation to Inlandboatmen's Union International Organization of the PacificMasters, Alaska Mates and Pilots, Pacific Maritime Region, Union Business Leave Bank." (3) Inlandboatmen's Union . International Organization of the PacificMasters, Alaska Mates and Pilots, Pacific Maritime Region, will deliver all such “A” Day vacation requests to the Alaska Marine Highway System. The vacation hours shall then be converted to dollars at the hourly rate of the donor and be transferred to the Union Business Leave Bank. (4) . The Employer will not be responsible for the collection, or any statements made in relation to the collection, of said donations. (5) . All donations are final and not recoverable for recredit to the donor's account. (6) . It is understood that such voluntary “A” Day vacation donations are in addition to the mandatory “A” Day vacation donation of one (1) day required under Rule 23.08(A23.09(A). (C) The release of members Deck Officers from duty for Union Business Leave business leave shall be handled on the same basis as release for vacation. Approval for such release shall not be unreasonably withheld by the Employer. (D) The Employer shall provide the Union with a statement reflecting the Union Business Leave Bank balance when requested by the Union.

Requests for withdrawal from the Union Business Leave Bank equal shall be made only by the Vice President, or his designee to the hourly rate (with benefit costs) Director of Labor Relations on forms mutually agreed on by the bargaining unit member utilizing parties and furnished by the leave times the hours of leave takenUnion. All “A” Day hours vacation transferred to the Bank is final and not recoverable for re-credit to an individual's vacation account. The request form shall include hours and dates for which the MM&P member is requesting withdrawal for the Union Business Leave Bank. The dates and hours requested by the MM&P member may be for any time spent on Union activities and which are approved by the International Order of Masters, Mates and Pilots, Pacific Maritime Region Vice President or his designee on the appropriate forms. For hours requested on dates which do not coincide with a MM&P member’s “A” Day accountscheduled work week(s), the member shall receive only a cashout for the hours requested from the Union Business Leave Bank. The cash-out shall be treated in the same way as a cash-out of the member’s personal vacation leave hours. Upon receiving a completed, signed request from the MM&P Vice President or his designee and after determining that sufficient funds are in the Union Business Leave Bank to process the request, the State shall then complete the transfer of funds from the Union Business Leave Bank into either leave hours to be added to the individual member’s leave balance account or as a cash-out of the hours requested. (B) Employees Deck Officers shall be allowed to voluntarily donate “A” Days vacation to the Union Business Leave Bank, subject to the following procedures and conditions: (1) . Each employee Deck Officer wishing to donate “A” Days vacation will fill out, date and sign a vacation request showing the amount of accumulated time off they wish vacation he or she wishes to donate. (2) . Each such vacation request will have written or typed along the bottom, “A” Day "Vacation donation to Inlandboatmen's Union International Organization of the PacificMasters, Alaska Mates and Pilots, Pacific Maritime Region, Union Business Leave Bank." (3) Inlandboatmen's Union . International Organization of the PacificMasters, Alaska Mates and Pilots, Pacific Maritime Region, will deliver all such “A” Day vacation requests to the Alaska Marine Highway System. The vacation hours shall then be converted to dollars at the hourly rate of the donor and be transferred to the Union Business Leave Bank. (4) . (D) The Employer shall provide the Union with a statement reflecting the Union Business Leave Bank balance when requested by the Union.
