It takes place when the Apprentice or Trainee is withdrawn from regular work duties.
A Training Contract must be signed within 14 days of the Apprentice or Trainee being employed.

Training Contract A Training Contract is an agreement signed by the employer and the Apprentice or Trainee (and a parent or guardian if applicable) specifying the type of Apprenticeship or Traineeship that will be undertaken.
A Training Plan for an Eligible Individual who is not an Apprentice or Trainee but who is to participate in training conducted in a workplace where that Eligible Individual is employed must also be agreed and signed by the employer that manages and controls the workplace (in addition to being agreed and endorsed by the Training Provider and the Eligible Individual pursuant to Clause 7.5 of this Schedule 1).
An individual is not eligible for Skills First subsidised training if they are: enrolled in a school (unless they are a School Based Apprentice or Trainee).
If an individual is an Apprentice or Trainee, to be eligible for Skills First subsidised training they must be: employed in Victoria in either a full time or part time capacity under an award or registered agreement; undertaking an Approved Training Scheme; and a signatory to a Training Contract with their employer that is registered with the VRQA.
