CHIEF OF EMPLOYEE. RELATIONS shall mean the Chief of Employee Relations, or his or her designee. CONTINUOUS SERVICE shall mean employment in a regular position which has not been interrupted by resignation, discharge or retirement. As an exception to this definition, a limited-term employee may also be used to fill a regular position when the incumbent employee is on a Leave of Absence.
