Until an Annual Plan is approved for each Operating Year, the item or items in question will be replaced by an amount equal to such budget item for the Operating Year prior thereto, except for Fixed Operating Expenses over which Manager has no control and except for Capital Improvements as to which the item or items will be replaced with $250 per Operating Year per unit for each Facility.
