The Technical Expert shall prepare all technical reports and the air quality section of all environmental documents in accord with the current version of the State’s Air Quality Handbook, and Air Quality toolkit. If the Air Quality Handbook requires it, the administrative record must contain and the Engineer shall prepare the following air quality elements in the format prescribed in the specific SOP documents or other Air Quality toolkit documents: • Conformity report form and applicable coordination, • Hot-spot technical report and applicable coordination, • CO TAQA technical report, • Qualitative MSAT analysis, • Quantitative MSAT technical report and conference call, • CMP analysis, • GHG analysis (only if it becomes a requirement in the Air Quality Handbook), • Applicable disclosure statements in the environmental document as prescribed in the SOP for Preparing Air Quality Statements, • Air quality cumulative and indirect impacts analysis as specified in the Cumulative and Indirect Impacts Analysis section of this attachment and include a discussion of the analysis in the environmental document, and • Response to public comments received on air quality issues.

2) A statement indicating whether or not the project has been included in, and is consistent with, the current metropolitan transportation plan (MTP). If it is not consistent with the MTP, contact the State for further instructions. Either bridging language will need to be used or the project will need to be revised.
b. Provide the following information for nonattainment counties in the environmental document:
1) A statement providing the name of the nonattainment area, details on the nonattainment pollutants and nonattainment classification of the county or counties where the project is located.
2) A statement indicating whether or not the project has been included in, and is consistent with, the current conforming metropolitan transportation plan (MTP). If it is not consistent with the MTP, contact the State for further instructions. Either bridging language will need to be used or the project will need to be revised.
c. A discussion of congestion management systems for the county or counties where the project is located and a list of committed projects to reduce traffic congestion in those counties.
d.
