Air Ventilation and Filtration a. The Parties affirm that public health officials indicate that proper ventilation is necessary to minimize the transmission and infection from COVID-19 especially for individuals in a closed space for extended periods of time by reducing the airborne concentration of the virus and thus the risk of transmission and infection of COVID-19 through the air.
b. The District shall maintain that all HVAC systems operate on the mode which delivers at least six (6) fresh air changes per hour (including disabling demand-controlled ventilation) or at least 15 Cubic Feet per Minute (CFM) of outdoor air per room occupant during occupied hours, as documented within the prior eighteen (18) months by a test, adjust, and air balance (TAB) report prepared by a technician certified by either the AABC, NEBB, or XXXX (Associated Air Balance Council, National Environmental Balancing Bureau, or Testing, Adjusting, and Balancing Bureau). Wherever no TAB report has been conducted within the last eighteen (18) months, an initial TAB report shall be completed no later than January 31 of 2022.
c. The District shall ensure that building control systems, thermostats, and general mechanical systems shall be operated in occupied mode (including normal or peak outside air rate introduced to each space) for a minimum period of 1 hour prior to occupants re-entering buildings are programmed to operate ventilation fans at least one hour before school starts, continuously during the day, and 1 hour after school ends. The District shall thus ensure a daily flush of any school site area where unit members and/or students will be present prior to occupancy.
d. All HVAC equipment shall be replaced with new MERV13 filters per industry-recommended intervals at minimum. Likewise, all HVAC ionizers shall be cleaned per industry-recommended intervals and methods at minimum.
e. Employees shall be regularly provided explicit confirmation (regarding their own workspaces or sites at minimum) of all filter replacements, ionizer cleanings, and most-recent or newly-conducted TAB report results (as well as UV devices following installation). This includes the ongoing schedule of planned maintenance on said devices as well as confirmation of completion of scheduled maintenance milestones.

Air Ventilation and Filtration. 3.9.4.1 The Parties agree to support the safety of CSEA unit members and other District staff by reducing the airborne concentration of the virus and thus the risk of transmission and infection of COVID-19 through the air.
3.9.4.2 The District shall ensure all HVAC systems operate on the mode which delivers the most fresh air changes per hour as indoor and outdoor conditions safely permit and to not sacrifice comfort.
3.9.4.3 HVAC systems shall be equipped with MERV13 filters and changed at the recommended intervals.
3.9.4.4 Members shall not be required to work in classroom spaces, portable classrooms, or any work areas without HVAC systems and MERV13 filters.
3.9.4.5 The intent of these requirements is to comply with the applicable governmental orders that may be issued during the terms of this agreement. The Parties agree to meet as soon as possible to negotiate any impacts and/or effects of any revisions or updates to public health and safety guidelines issued by the State and Local County.
3.9.4.6 If an individual tests positive for COVID-19, the District will replace the HVAC filters in the associated classrooms at the school site.
3.9.4.7 FCUSD will provide a list of classrooms that have HVAC updates completed that will include a checklist of the scope of work completed (units cleaned and disinfected, MERV13 filters installed, air dampers opened to provide additional fresh air) and the checklist/log will be signed by both the HVAC Technician and the site head custodian. A checklist will be posted by heating/cooling control with the intention of making staff aware of the status of the HVAC system.
3.9.4.8 Exhaust fans in staff restrooms shall remain on while schools are open. Signs shall be posted in staff restrooms reminding staff to leave fan switch on during the school day. Staff restrooms without exhaust fans will have a sign posted on the door warning of no exhaust fan.
Air Ventilation and Filtration. 11.1.1. HVAC air filters shall be equipped with appropriately fitted filters and changed at the recommended intervals.
11.1.2. The District shall continue to provide the Austin Healthmate Plus Medical Grade Air Purifier or equivalent for each bargain unit member’s workspace.

The District shall ensure all HVAC systems operate on the mode which delivers the most fresh air changes per hour and open outdoor air dampers as high as possible that indoor and outdoor conditions safely permit. Air filters shall be MERV-13 or higher and changed at the recommended intervals.

3.4.2.2. The District shall ensure all HVAC systems operate on the mode which delivers the most fresh air changes per hour, including disabling demand-controlled ventilation, and open outdoor air dampers to 100% as indoor and outdoor conditions safely permit.
3.4.2.3. HVAC air filters shall be equipped with appropriately fitted filters and changed at the recommended intervals.
3.4.2.4. If an individual tests positive for COVID-19, the District will change all HVAC filters in the airflow system of the specific HVAC machine associated with the spaces the individual occupied.
Air Ventilation and Filtration. 4.6.1 The Parties affirm that public health officials indicate that proper ventilation is necessary to minimize the risk of transmission and infection from COVID-19, especially for individuals in a closed space for extended periods of time by reducing the airborne concentration of the virus and thus, the risk of transmission and infection from COVID-19 through the air. All locations with functioning windows shall be encouraged to keep them open depending on weather, temperature, and/or air quality conditions.
4.6.2 The District shall ensure that all HVAC systems operate on the mode which delivers the most fresh air changes per hour and open outdoor air dampers, as much as practicable, up to 100%, as indoor and outdoor conditions safely permit.
4.6.3 HVAC units shall be equipped with the highest rated HEPA/MERV air filters compatible with the district’s HVAC units and available for purchase HEPA/MERV13 air filters, which shall be changed at industry/factory-recommended intervals.
4.6.4 The District will provide classrooms and offices with air purifiers equipped with filters that shall be changed at industry/factory-recommended intervals.
Air Ventilation and Filtration. 7.1 Properly installed and maintained Heating, Ventilation and Air Conditioner (HVAC) systems are key to ensuring healthy indoor air quality in school learning environments. The District shall ensure all HVAC systems are operating effectively and will complete repairs or adjustments when needed.
7.2 HVAC air filters shall be equipped with MERV-13 or higher filters, and be changed quarterly. Moving forward, a districtwide spreadsheet showing the date that filters were last changed will be posted conspicuously on the Maintenance and Operations page of the District website.
7.3 If a bargaining unit member has a concern about the ventilation system in their workspace, they must immediately report the concern to the administration. If it is determined that the space is not safe to continue working in, the administration will provide an alternative space for the bargaining unit member to conduct their classes.
7.4 All employees shall remove or redirect personal fans to prevent blowing air from one person to another.
7.5 The District shall ensure that HVAC systems’ are programmed to provide maximum outdoor air intake.
7.6 The District shall ensure that all HVAC systems are set so that exhaust air is not pulled back into the classroom from HVAC air intakes or open windows.
7.7 Bargaining unit members assigned to classrooms with no openable windows will be offered alternate locations (to the extent such locations on that site exist) that have at least two openable windows. If no alternate location is available, the District shall provide a portable high-efficiency particulate air (HEPA) unit to increase clean air.
7.8 The District shall ensure all existing exhaust fans in all restrooms are fully functional, operating at maximum capacity, and are set to remain on.
7.9 Bargaining unit members shall open windows or other sources of fresh air as often as is possible depending on weather, temperature, exterior noise, odor or air quality conditions. Bargaining unit members may choose to have their windows open all the time.
Air Ventilation and Filtration. The District shall ensure all HVAC systems operate on the mode which delivers the most fresh air changes per hour. The unit will begin each day at 100% outside air and modulate down to 15% as the weather dictates. including disabling demand-controlled ventilation, and open outdoor air dampers to 100% as indoor and outdoor conditions safely permit. Air filters shall be MERV-13 and changed at the recommended intervals.
Air Ventilation and Filtration. The intention of section 2.3.2 is to prepare for in person instruction. This section will not prevent members from using a site while Distance Learning is in effect.
2.3.2.1 The Parties agree that to support the safety of FCEA unit members and other District staff, who may work in person on school and District sites while delivering distance learning or services, proper ventilation is necessary to minimize the transmission and infection from COVID-19, especially for individuals in a closed space for extended periods of time by reducing the airborne concentration of the virus and thus the risk of transmission and infection of COVID-19 through the air.
2.3.2.2 The District shall ensure all HVAC systems operate on the mode which delivers the most fresh air changes per hour, based on engineers’ recommendations, including disabling demand-controlled ventilation and open outdoor air dampers to 100% as indoor and outdoor conditions safely permit.
2.3.2.3 HVAC systems shall be equipped with MERV13 filters and changed at the recommended intervals.
2.3.2.4 Members shall not be required to work in classroom spaces, portable classrooms, or any work areas without HVAC systems and MERV13 filters.
2.3.2.5 All locations with functioning windows shall be encouraged to keep them open depending on weather, temperature, or air quality conditions.
