Completion Certification. Upon completion of all portions of the Project, satisfactory to the District, the District shall deliver to the Trustee a Certificate of Completion with respect thereto. On the date of filing the Certificate of Completion, as indicated therein, all excess moneys remaining in the Project Fund shall be transferred by the Trustee in accordance with Section 3.04 of the Trust Agreement.
Completion Certification. Within 45 days of the Completion Date but no later than the date listed on the first page of this Agreement, unless otherwise extended by HUD, the Owner shall submit a Completion Certification package, in the form prescribed by HUD, containing: (i) a certification by a third party accountant of the final Elements Eligible Costs, (ii) a certification from the General Contractor, Architect, and Owner that the Elements Investments have been incorporated into the Property, (iii) a certification from the Owner that the Property and the Owner are in compliance with the GRRP Requirements, (iv) if residents were located offsite, a record of all residents that did not return to the Property after completion of the Scope of Work, (v) Section 3 reporting, (vi) a certification from the Owner that the Property has adopted a Disaster Preparedness Plan, (vii) the post-construction resiliency survey, (viii) updated Sources and Uses, (ix) an updated Replacement Reserve Analysis and (x) other items as may be required by HUD. Upon approval of the Completion Certification, HUD shall disburse the remaining Elements Award funds, provided that in no event shall HUD disburse an amount that would be greater than the total of Elements Eligible Costs.

Completion Certification. Upon completion of work under a contract task order, the Project QC Manager shall furnish a certificate to the Contracting Officer or designated representative attesting that "the work has been completed, inspected, and tested, and is in compliance with the contract."

Program Income. Program Income is defined in 2 CFR § 200.80, or successor regulation. If the Owner receives program income prior to grant closeout, program income must be reinvested in the Property, unless otherwise approved by HUD. Before the grant is closed out, Owner will provide a plan to HUD for how program income will be reinvested, in a form and substance that is acceptable to HUD. HUD will determine with the Owner what the sources of program income are.

Completion Certification. A written certification from the Inspector in the form of AIA Document G704, executed by the Borrower’s general contractor and the Borrower, certifying (i) that completion has occurred; (ii) the date of completion; (iii) that direct connection has been made to all appropriate utility facilities; and (iv) that the Improvements are ready for occupancy.
Completion Certification. Within six months following project completion, the project sponsor or owner must complete (1) a Completion Certification certifying that the services and activities committed to within the approved AHP application were provided in connection with the Project; and (2) either a Tenant Income Workbook (if the Project is a Rental Project) or a Homeowner Funding Record (if the Project is an Owner-occupied Project). Additional information on the Tenant Income Workbook and the Homeownership Funding Record are listed below. ▪ Rental Projects: the Project sponsor or owner will complete the Tenant Income Workbook (TIW) that list the Project’s tenants, their rent and move in income and certify that the reported rents and income are accurate and in compliance with the rent and income targeting commitments made within the approved AHP application. ▪ Owner-occupied Projects: the Project sponsor will verify that the Homeowner Funding Record (HFR) is complete and lists the Project’s homeowners and qualified income and certify that the reported income is accurate and in compliance with the income targeting commitments made within the approved AHP application. The Bank will notify the project sponsor/owner via email when a completion certification is due. A completion certification is submitted to the Bank utilizing the AHP Online system or will be provided by the Bank for completion. Within fifteen months of project completion (as determined by the Bank), a full-scope monitoring/compliance review will be performed to determine a Project’s level of compliance with the AHP regulations and the representations and commitments made within the approved AHP application. This review will focus on the following areas: ▪ Income targeting as represented in the approved AHP application or any approved modification ▪ AHP Income Calculation form executed by Project Sponsor and AHP resident (rental Project) ▪ TIW - Tenant Income Workbook (Rental Project) ▪ HFR - Homeowner Funding Record (Owner-occupied Project) ▪ Third-party income documentation for verification of reported incomes.
