Housing Needs Assessments. 1.1 By March 31, 2025, or as otherwise agreed upon by Canada and British Columbia, municipalities with a 2021 Census population of 30,000 or more are required to complete and make available to Canada a Housing Needs Assessment (HNA) prepared in accordance with provincial legislation and additional details provided, as agreed to by Canada and British Columbia, which together align with the information requirements, spirit and intent of the federal Housing Needs Assessment template and the guidance document. 1.2 HNAs should be used by British Columbia and UBCM in preparing the Project-Level Housing Report and the Housing Narrative in the CCBF Outcomes Report in order to identify housing pressures related to infrastructure. HNAs should also be used by municipalities to prioritize infrastructure projects that support increased housing supply where it makes sense to do so. 1.3 HNAs must be made publicly available on the municipal website and municipalities are to provide links to the page where the HNAs are posted to Canada for all Ultimate Recipients in their jurisdiction that have a 2021 Census population of 30,000 or more. 1.4 A separate HNA Guidance Document has been provided by Canada.

Specifically, the existing HNA plus the additional qualitative information required by the federal template will need to be provided to Canada. 1.2 HNAs should be used by Nova Scotia in preparing the Housing Reports to identify housing pressures related to infrastructure and capacity building pressures, to prioritize projects according to need and to measure housing outcomes. 1.3 HNAs must be made publicly available on the Ultimate Recipient’s website and Nova Scotia is to provide links to the page where the HNAs are posted to Canada for all Ultimate Recipients in their jurisdiction that have a 2021 Census population of 30,000 or more. 1.4 A separate HNA Guidance Document will be provided by Canada.

Ultimate Recipients that have already completed HNAs after April 1, 2019, may submit existing HNAs, if they meet the requirement outlined in the HNA guidance. The Capacity Building Category under CCBF can be used to support the preparation or updating of HNAs. 1.2 HNAs should be used by municipalities to prioritize, where possible, infrastructure projects that support increased housing supply where it makes sense to do so. HNAs will be used by AMO and Toronto in preparing the Project-Level Housing Report and the Housing Narrative of the CCBF Outcomes Report in order to identify housing pressures related to infrastructure. 1.3 HNAs must be made publicly available on the municipal website and AMO will provide links to the page where the HNAs are posted to Canada for all single-tier and lower-tier municipalities that have a 2021 Census population of 30,000 or more. 1.4 A separate HNA Guidance Document will be provided by Canada.
Housing Needs Assessments. 1.1. By March 31, 2025, Nunavut will complete a territorial housing needs assessment. Nunavut and Canada agree to collaborate to exchange data in order to facilitate the completion of a territorial housing needs assessment based on the Nunavut 3000 Report as well as the Status of Housing Report and the federal housing needs assessment template. Administrative funding under the agreement can be used to support the preparation of this territorial housing needs assessment. 1.2. For Ultimate Recipients that have existing HNAs, and for all required Ultimate Recipients beyond year one, HNAs should be used by Ultimate Recipients to identify housing pressures related to infrastructure gaps and prioritize CCBF projects that ca alleviate these pressures. CCBF projects that address housing pressures must be identified in the Housing Report and housing outcomes must be measured for these projects. 1.3. The territorial HNA must be made publicly available on Nunavut’s website and Nunavut is to provide Canada a link to the page where the HNA is posted. 1.4. A separate HNA Guidance Document has been provided by Canada.
