Infrastructure improvements make travel by walking, transit, and bicycling safer and more attractive. Information and encouragement programs help Portlanders learn to get around in new ways. Incentives take it one step further, offering tangible benefits that encourage transit use, walking, and bicycling. Open streets events invite people from all walks of life to see their streets in a different light. Portland’s Smart Trips, Connected Communities project is at the center of these activities, knitting them together to create an integrated set of encouragement activities, incentives, and engagement activities that shift trips away from driving alone – even as they leverage new mobility and infrastructure investments. Building on the foundation of Portland’s highly successful SmartTrips individualized marketing program, the project is comprised of four inter-related programs: • An individualized marketing initiative focused on new and relocating households throughout the city; • Data collection and Transportation Demand Management (TDM) programs to complement capital projects that provide multi-modal safety and access improvements; and • Community-focused outreach and open streets events that give people hands-on opportunities to experience active transportation and engage community members in helping to shape those events; • The development and implementation of an equity-centered TDM program that serves community members most vulnerable to the negative impacts of Covid-19 pandemic. The program’s objective is to make biking, walking, and transit more affordable and accessible therefore serving as economic, physical, and mental health solutions during and after the crisis. Each of these program elements will be designed, adapted, and evaluated to engage communities that have not traditionally participated in decision-making about the transportation system – or have been disadvantaged by that system.
