INSTRUCTIONS FOR SUBMISSION. The offer should be submitted to the Contract Specialist via electronic format by the closing date/time specified in the solicitation.  The offer shall be submitted in two (2) volumes: Volume I (Technical) and Volume II (Price). NO PRICE INFORMATION shall be submitted within Volume I.  The Offeror shall provide a cover letter with the submitted offer that details the solicitation number, name, address, CAGE code, e-mail address, and telephone of the Offeror.
