A determined effort will be made to settle any such differences at the lowest possible level in the grievance procedure. The Parties acknowledge that an officer’s experience, training and performance contribute significantly to his/her efficiency and ability, and the Department’s ability to meet public safety needs. The Parties agree that temporarily designating an officer to perform the duties of a higher rank may be necessary to meet Departmental staffing needs and can also provide the officer a unique and valuable training opportunity as part of career development.
