Scope of the Services to be performed Overall, the assessment will focus on the following: • Assess the opportunities of “adaptation jobs” in four (4) MDB investment projects of multilateral development banks in Africa. • This assessment will show evidence that the MDB projects can or cannot generate “adaptation jobs”. • Demonstrate how enterprises, including MSMEs can create adaptation jobs or integrate adaptation measures to protect jobs depending on their sector. • Define adaptation measures to climate change that can be implemented to support MSMEs and entrepreneurs in each project. • Design the approach to empower youth in the specific countries as “adaptation entrepreneurs or adaptation workers” in general and apply to selected projects. The process will consider activities such as business training, mentorship, coaching, entrepreneurship skills development, adaptation and mitigation measures, and placement on the labor market. • Evaluate youth and entrepreneurial skills gaps undermining integrating adaptation measures in businesses. This can be done through consultations and focus groups. • Design adaptation-specific activities to be part of investment project components (e.g., business development services, financing facilities, etc.) • Propose indicators for adaptation-related activities to be included in the Results Framework of investment projects • For strategic institutions, design capacity building activities for adaptation- related activities to be part of the overall project component for MDB projects in Africa. • For specific MDB projects, define the cost structure to mainstream adaptation jobs depending on their interventions. • Demonstrate how to take opportunity of MDB projects to strengthen youth capacities to adapt to climate change and enhance their participation into the labor market and take advantage of existing adaptation jobs. • Provide recommendations to boost youth entrepreneurship, gender mainstreaming and job creatio...

Objective of the Assignment. 3.1 IWT on NW-2 has the potential to provide a cost efficient, economic, reliable, safe and environment friendly mode of transport for entire NER as well as for Bangladesh and Bhutan. When developed for use by modern inland vessels operating on dependable fairway, it can reduce congestion and investment needs in rail and road infrastructure, promote greater complementarities in the riparian states, enhance intra-regional trade and significantly reduce overall logistics costs (through increased economies of scale) for the benefit of the entire economy and India’s global trade competitiveness. But, due to various reasons, the current freight movement on NW-2 has gone down. IWAI in recent years has however, taken number of steps to increase use of PIWT&T routes and NW-2. This includes dredging in Sirajganj- Daikhowa stretch of Protocol route in Bangladesh, operationalisation of Dhulian- Rajshahi route and its extension up to Aricha, movement of stone chips of Bhutan through Dhubri terminal, pilot cargo movements under study mentioned in para 2.5 above etc.
