Attendance at arbitration and/or MSPB hearings will be limited to one (1) hearing per calendar year per non-representative for training purposes. e. Attendance as the Union representative at formal discussions between management and bargaining unit employee(s) concerning grievances or any personnel policy or practices or other general conditions of employment.
