Program Verification / Schematic Design Phase. Design Professional will review OWNER’s program documents in order to ascertain the requirements of the Project, and either meet the design requirements set forth therein or submit a written request for variance, identifying specific exceptions, and submit a report on the program and other documents for OWNER’s review and approval. Construction Contractor, based on exploratory activities, facilities condition assessments, and other investigation and analysis, shall provide OWNER with value engineering, cost estimates, constructability analysis, and other services, and shall consult and coordinate with Design Professional with respect to development of Project construction cost estimates and an overall Project schedule and provide comments and recommendations concerning the Project design. To the extent Construction Contractor’s suggestions or recommendations with respect to the Project design are approved in writing by OWNER, and are practicable and consistent with good design, Design Professional will endeavor to incorporate them into the Project design. Based upon the mutually agreed-upon Project program, schedule and budget by OWNER and Design Professional, and after taking into consideration the comments and recommendations from Construction Contractor, Design Professional will prepare Phase I - Schematic Design Documents, as defined in and in compliance with the OCPS Design Guidelines for approval by OWNER. Construction Contractor shall continue providing OWNER with value engineering, cost estimating, and constructability review services, and further consult and coordinate with Design Professional concerning development of Project construction cost estimates and the overall Project schedule and provide comments and recommendations concerning the Project design. Additionally, Construction Contractor shall provide Owner and Design Professional input regarding alternative approaches to ongoing or subsequent phasing of design and construction services to achieve the best schedule and optimal cost for construction. At completion of the Schematic Design Phase, Design Professional will submit Schematic Design Documents for OWNER’s Project Manager’s review and comment, which Construction Contractor shall also review and comment upon.

The Design Professional Contract requires the Design Professional to designate a readily accessible representative (either on Site or by computer, phone or fax or otherwise) who shall have authority promptly to render decisions and to furnish information required of the Design Professional.
