Rights and Representation. No reprisals of any kind shall be taken by either xxxxx or by any member thereof against a party of interest, or other participants in the grievance procedure by reason of such participation. When an employee is not represented by the Association, the Association shall have the right to be present and to state its views, and in all cases where it is present, the Association shall be further entitled to receive a copy of any written decisions rendered by the employee.
