Source Selection Process. The Government’s target is five IDIQ contracts for this MATOC; however, if the Contracting Officer determines during the source selection process that fewer or more than that number of contracts should be awarded, the Contracting Officer has the discretion of adjusting that number or awarding none at all. The Government may not award any contract if the resulting contract would not represent a "best value" to the Government using trade-off selection procedures as required by the Federal Acquisition Regulations and guidance. The Procuring Contracting Officer (PCO) will select the sources whose proposal represents the best value to the Government. The PCO’s decision will be based on a comparative assessment of proposals against all evaluation factors in the solicitation. While the PCO may use reports and analysis prepared by others, the source selection decision will represent the PCO’s independent judgment. The source selection decision will be documented, including the rationale for any business judgments and trade-offs made or relied on by the PCO, including benefits associated with additional costs. The award of the base contracts for this MATOC will be based on a Best Value Trade-off evaluation. Award may not be to the offerors who provides the lowest price, but to the offerors who provide the best value to the Government considering the non-price technical evaluation factors and price. Future task orders will be competed among all members of the MATOC pool in accordance with procedures in FAR 16.505. Future awards under this MATOC will be based on the assessment of proposals submitted for the task orders. The Contractor will not be reimbursed for the cost of task order proposal preparation. Task orders will be awarded based on either a lowest price technically acceptable (LPTA) evaluation or a Best Value Trade-off evaluation. For LPTA task orders, award will be made to the offeror submitting the lowest evaluated price proposal that meets or exceeds the acceptability standards for the non-price factors. For Best Value Trade-off task orders, award will be made to the offeror whose proposal is determined to be most advantageous to the Government based upon assessment of the specific task order evaluation factors.
