THE DEVELOPMENT PROCESS. Affordable housing production is the goal of many of Florida’s housing programs, and this workshop provides the participants with an introduction to the housing development process from the point of view of the developer. It is designed for nonprofit developers, housing program administrators, and their community partners. The presenter will address land use, impact fees, permitting, platting and more. Understanding the development process, as well as the costs and financing needed to make affordable housing production happen will enable housing administrators to design effective affordable housing programs. Participants will also gain a better of understanding of how amounts and timing of subsidies directly influence the incomes of the families being served. Key topics include financing, site selection, market analysis, and how housing is made affordable.

THE DEVELOPMENT PROCESS. The development process could be described as commencing with the wish: “somebody wants to build something”. One of the parties initiates the idea of development. Often the Municipality does so. For example the administration of the municipality or its politicians may see a need for more housing and workplaces. The developer may need construction projects for employment and development and therefore begins the development process. Alternatively the developer may also be a landowner and wants to make a piece of land more profitable. Often several different needs come together, leading to development. When the development project has been started, a number of steps follow. Detailed planning, project design, purchase of land and property formation is all closely connected in the development process and is carried out consecutively or partly simultaneously. A complete development starts with an idea and continues until buildings and constructions are ready to use, see Figure 1. In the process the Municipality’s plans must be considered. Detailed planning, technical investigations and project design are needed Roads, parks and other facilities have to be planned. The land ownership must be regulated depending on who owns the land before the buildings are constructed. Utilities like roads, water and sewage systems, parks, heating systems, electric power and telephone lines require investment and financing must be found. Work on the detailed plan is seen as a part of the development process. The detailed plan gives the landowners a right to get building permissions if the application complies with the detailed plan. Therefore, the approval of the detailed plan is comparable to a building permission in a local housing committee. Many activities and the co-ordination of many activities are needed before the building construction is complete. Development agreements have become necessary to solve problems of co-ordination. The agreements include mechanisms for carrying out the development. THE DEVELOPMENT PROCESS. 2.1 The process for developing LAAs requires both extensive partnership consultation and engagement while at the same time imposes a very restricted timetable. Work to date, therefore, has concentrated on using the five Community Strategies which exist in Cambridgeshire to identify local priorities and the objectives and themes from those Strategies have been incorporated into a draft LAA. This draft has been subject to some preliminary consultation with agencies across Cambridgeshire and has now been submitted to the Government Office for review. (A copy is appended.) A final draft will be submitted to Cabinet in February 2006 for endorsement.

  • Design Development Phase Services 3.3.1 Based on the Owner’s approval of the Schematic Design Documents, and on the Owner’s authorization of any adjustments in the Project requirements and the budget for the Cost of the Work, the Architect shall prepare Design Development Documents for the Owner’s approval. The Design Development Documents shall illustrate and describe the development of the approved Schematic Design Documents and shall consist of drawings and other documents including plans, sections, elevations, typical construction details, and diagrammatic layouts of building systems to fix and describe the size and character of the Project as to architectural, structural, mechanical and electrical systems, and other appropriate elements. The Design Development Documents shall also include outline specifications that identify major materials and systems and establish, in general, their quality levels.

This shall not be applicable to firms and/or individuals providing responses to a publicly posted Request for Information (RFI) associated with a solicitation.

  • Development Plan document specifying the work program, schedule, and relevant investments required for the Development and the Production of a Discovery or set of Discoveries of Oil and Gas in the Contract Area, including its abandonment.
