Time of Annual Leave. Employees, insofar as the regular operation of the department permits, will be allowed to take their annual leave at the time they request. The employer shall make a reasonable effort to permit employees to take all accumulated annual leave at one time if so desired by the employee. As far as possible, annual leave shall be arranged to secure equal opportunities of advantageous periods to all employees without regard to seniority.

Employees may accrue annual leave in excess of the year end maximum during a calendar year. Employees with accrued annual leave in excess of the year end maximum as of December 31, shall have any excess converted to sick leave on an hour-for-hour basis on January 1 of each year.
