Use of Departmental Mail System. The Association shall be permitted to utilize, at no cost or loss of time to the City, the Departmental Mail Boxes for the purpose of providing information pertaining to Association business to bargaining unit employees. The Association agrees that the use of the mail system will be reasonable and limited to providing information that is necessary for the normal conduct of Association business or bargaining unit representation. All mail placed into the mailboxes by the Association shall be the property of the bargaining unit members to whom it is addressed, and such mail shall not be subject to review by the City.
