Visual Effects. Airport-related light emissions can visually affect surrounding residents and other nearby light-sensitive areas such as homes, parks or recreational areas. This evaluation will consider the extent to which light emissions from the proposed action contrasts with the existing environment, cultural and adjacent land uses. Although no federal regulations govern light emissions or visual intrusions, this analysis helps promote a “good- neighbor” policy while protecting the resource. The project may cause a minor change to existing light emissions and visual effects. The Consultant Team will document the expected changes and evaluate the effects on surrounding land uses. Special consideration will be given to any impact on adjacent sensitive land uses such as residential areas and recreational areas. If any regulatory permits are needed, the Consultant Team will identify the necessary approvals. Assumptions/Meetings/Deliverables: None

Any impacts to protected visual resources located in proximity to the project and the overall visual char‐ acter of the study area will also be evaluated. Task 3.5 – Socioeconomics, Environmental Justice, and Children’s Environmental Health and Safety Risks FAA Order 1050.1F requires that the following socioeconomic factors be considered during environmen‐ tal analysis under NEPA. Would the action have the potential to: • induce substantial economic growth in an area, either directly or indirectly; • disrupt or divide the physical arrangement of an established community; • cause extensive relocation of housing or community businesses; • disrupt local traffic patterns and substantially reduce the levels of service on roads serving an airport and its surrounding communities; or • produce a substantial change in the community tax base? The above questions as they relate to the proposed project will be answered to the extent feasible using published data and reports. It is not anticipated that any of these issues will warrant extensive study, and no primary source data collection is proposed under this Scope of Services. Using provided economic benefit information, projected economic growth associated with the project will be summarized and in‐ corporated into the analysis. Environmental justice populations and children within one to two miles of the project site will be deter‐ mined using U.S. Census data or other socioeconomic databases. Potential impacts to these populations will then be evaluated, with a focus on any impacts that could be disproportionately adverse to disad‐ vantaged populations.
Visual Effects. VA, in consultation with the CHS, the University of Colorado, the Xxxxxxxxxx Redevelopment Authority, and other parties involved in redevelopment of the FAMC, will make all reasonable efforts to ensure that the design of the new ECHCS facility is visually compatible with the character of the FAMC, with reference to the Secretary of the Interior’s Standards for Rehabilitation as set forth at xxxx://xxx.xxx.xxx/hps/tps/tax/rhb/stand.htm and their associated guidelines.3.
