Eligibility Criteria for Subprojects. No Subproject shall be eligible for financing out of the proceeds of the Credit unless the Subproject is included in the Indicative Work Program, and PMU shall have determined, on the basis of an appraisal conducted in accordance with the guidelines set forth in the Manual of Procedures, that the Subproject satisfies the eligibility criteria specified below and in more detail in the Manual of Procedures, which shall include the following:
