EMPLOYEE DEVELOPMENT AND TRAINING. 1. The Authority and MSEA-SEIU agree that the training and development of employees is of great value to the Authority and the employees. 2. Accordingly, the Authority, in its discretion, may grant employees paid time off during working hours to participate in training or development programs which are directly related to their work and which will help to improve their skills.
