Evaluation Committee Responsibilities. Conducting an annual review and make recommendations to the district administration in regards to implementation of the evaluation student data scoring components. • Reviewing and making recommendations to the district in regards to staff performance indicators as they pertain to evaluative scoring of staff. • Making recommendations to the district in regards to uniform procedures and tools for soliciting student, parent, community and staff input for performance evaluations. • Identifying the measurements of student growth that will be evaluated in each subject area and grade level. • Soliciting volunteers for 2 initial recommendation committees. One comprised of at least five and not more than nine certified teaching staff members from grade levels ECE through 8th grade and one comprised of at least five and not more than nine certified teaching staff members from subject areas 9-­‐12th grades for the purpose of developing and making recommendations to the evaluation committee in regards to implementation of data assessment criteria, frequency of assessment, and data tools for measuring student growth. The union shall select one bargaining unit members for each committee. • The evaluation committee shall, with feedback from the ECE-­‐8th and 9-­‐12th grades initial recommendation committees, establish implementation criteria for each of the two groups in regards to: • How student growth will be measured, • What tools will be used for measurement, • The amount of student growth required for basic, proficient, and exemplary performance, • The schedule for conducting the assessments, • Whether the measurement will be aggregated or disaggregated student growth and the criteria for determining unsatisfactory, basic, proficient, and exemplary student growth. • The evaluation committee shall make recommendations to the district in regards to the annual teacher evaluation in-­‐service. The in-­‐service shall occur within the first three weeks of the school year. • The district shall schedule and coordinate training for evaluators, which provides for an assurance of inter-­‐rater reliability in regards to observation and evaluation of staff.
