EVALUATION FACTORS AND CRITERIA. The following selection criteria will be used to evaluate applications for this RFA: All applicants will be notified whether their proposal has been accepted for an award by FNS. The Project Narrative should demonstrate knowledge of WIC benefits, services, and operations and the landscape of potential solutions to overcome barriers to message delivery and subsequent enrollment. This knowledge will be demonstrated through citing peer-reviewed literature on these subjects as well as local, State, or national reports of analysis or projects, and referencing prior work done in this area by the applicant. The Project Narrative should also demonstrate a subgrant approach that considers equity. The recipient of the award will also understand WIC services and participant experiences, which should be clearly demonstrated in the application. Criteria Points Allocated

EVALUATION FACTORS AND CRITERIA. M.3.1. Technical Factor is divided into the following sub-factors: Sub-factor 1: QPL for MIL-DTL-6645: The Government will evaluate the Offeror’s status on the QPL, MIL-DTL-6645 for the T-11 parachute program, to determine that the Offeror is approved on the QPL or will be on the QPL, and therefore awardable, at the time of contract award. Sub-factor 2: Higher-Level Contract Quality Adherence (FAR clause 52.246-11): The Government will evaluate the Offeror’s response to FAR clause 52.246-11 and 3rd party registration certification to determine if the Offeror meets or exceeds the higher-level contract quality requirements on the contract. A technical rating of “Acceptable” must be achieved on both sub-factors to be eligible for award. Both sub-factors carry the same weight of important.
