Intent of Contract. The intent of the Contract is to provide for completion of the work specified therein within the Contract Sum and time limit stated in the Contract. Further it is understood that the Contractor execute the Work under the Contract as an independent contractor and not as an agent of the County.

Intent of Contract. The intent of the contract is to provide for construction and completion, in every detail, of the work described. It is further intended that the Contractor shall furnish all necessary superintendence, labor, machinery, equipment, tools, materials, transportation and supplies required to complete the work in accordance with the plans, specifications, and terms of the contract. These specifications contain detailed instructions and descriptions covering the major items of construction and workmanship necessary for building and completing the various units or elements of the work. The specifications are intended to be so written that only first class material, workmanship, and finish of the best grade and quality will result. The fact that these specifications may fail to be so complete as to cover all details will not relieve the Contractor of full responsibility for providing a completed work of high quality, first class finish and appearance, and satisfactory for operation, all within the apparent intent of the Plans and Specifications.
