In the municipality’s Goals and Budget for 2024 with Plan for 2025–2026, the municipality focuses on four common focus goals, one of which is that Uppsala should be a world leader in the environmental and climate transition and improve preparedness for a changed society. Furthermore, an addition has been made to Goals and Budget to indicate that Uppsala must be adapted to climate change by 2040 at the latest, and a new assignment for systematisation of climate change adaptation work has been added. Clearer emphasis on nature-based solutions/carbon sinks, such as the restoration of wetlands, more extensive use of locally produced biochar and collaboration with landowners to achieve sustainable clear-felled forestry, is another new feature in next year’s Goals and Budget. Last year’s addition, which involved activating a carbon budget with a view to ensuring sufficient measures to reduce greenhouse gas emissions at the rate required in order to remain in line with the obligations set out in the Paris Agreement, has been initiated and coordinated within the EU-funded Scale Up project led by the municipality of Uppsala. From 2021 onwards, the reduction in Uppsala must stand at 10–14 per cent per year until 2030. The carbon budget must be used to reduce the climate impact of municipal organisations and go on monitoring the rate of emission reductions in the municipality as a geographical region. This initiative also includes developing a Climate Investment Plan for the municipality, which will include climate- proofing the municipality’s investments. Movements have been made in a number of areas that are reflected in the revision of the Climate City Contract. Tools for evaluating the climate impact of urban development projects have been developed as part of the urban development process, and work is ongoing to reduce the climate impact of construction projects. With the support of Fossil Free Sweden’s climate leadership programme, work is in progress on climate-positive urban development in Ulleråker and Rosendal, with the assistance of the roadmap for building and construction that was developed as part of the Climate Roadmap Uppsala – Climate-Neutral 2030 & Climate-positive 2050 project. The initiatives conducted have included a land allocation competition in Rosendal, with stringent limits for maximum climate impact permitted. Key updates for the municipality. This is Växjö’s fourth Climate City Contract. The main features of the various versions are the same in respect of structure, the content of the strategies and how the contract relates to policy documents and goals, and how it is rooted in management. These elements have not altered in Växjö over the past year, and so there are no major amendments to the Climate City Contract itself either.

The model adopted by the municipal council for governance of activation and a programme for a climate neutral Umeå 204031 has clarified and simplified coordination, prioritisation and collaboration within the municipal group and with external stakeholders – a prerequisite for rapid and effective success with the climate transition for Umeå. The work together with Material Economics / McKinsey on socio-economic net cost analyses of investments for sustainable growth and welfare is an important and major step forward in Umeå’s journey of transition and the basis for the continued scenario-based approach that the municipal group and local stakeholders must continue to use. In 2023, Umeå became one of three Swedish cities that were granted funding for a Pilot City Project – North Star32 as part of the EU Mission 100 Climate Neutral and Smart Cities 2030. The lead group approach, where a number of affiliated organisations have taken additional “lead” responsibility for the roadmap’s focus areas and commitments, has been particularly interesting. This has resulted in uniquely well-established development of monitoring, annual cycles, activities, communication initiatives, etc. Efforts to reinforce Umeå as a logistics hub in the Arctic on the basis of the Northern Access34 initiative have been important during the year. Northern Access facilitates efficient intermodal transport to and from the region alongside seamless logistics services, eco-friendly transport and sustainable business opportunities. Key updates for the municipality. WWF named Lund its Global Climate City of the Year for 2022 in the One Planet City Challenge. Xxxx’x climate action came out on top in the face of competition from 280 participating cities all over the world. Xxxx stands out, according to the judges, thanks to its clear and ambitious climate goals, political leadership and a broad and transparent programme of actions. Aktuell Hållbarhet magazine has been selecting the best environmental municipality of the year since 2009, based on a survey and statistics on the work and performance of municipalities in respect of environment and climate change. Xxxx was placed first in 2023. The municipality was also named Mobility City of the Year by Dagens Industri. Lund was selected to become one of the EU’s 100 Climate-Neutral and Smart Cities. The designated cities will be leading the way for climate neutrality in other European cities by 2050. Lund has been twinned with the pilot city of Leuven in Belgium and the City of Westminster in London as part of the NetZeroCities Twinning programme. This programme will be developing a plan for replication and knowledge transfer between cities. Xxxx municipality has received funding to help it plan a system demonstrator, CoAction Lund, in the north-east part of the city. The district around Brunnshög, Ideon and Medicon Village is one of Sweden’s most densely populated areas, with a lot of traffic. The municipality will be working there together with a range of stakeholders on creating a mobility system that reduces emissions while also maintaining accessibility. This mobility system will also be linked to a climate-neutral energy system in the area. Xxxx municipality is collaborating with researchers from Xxxx University on a project entitled Capacity Building for Eco-Social Integration, to help improve and reinforce the development of climate transition strategies by taking into account social perspectives. As part of this project, the municipality – working in collaboration with officials and researchers – is mapping initiatives that combine ecological and social sustainability or the need for such initiatives to a greater extent, and is also looking at how the capacity for integrated working can be developed and supported.
