Main Elements. Proposals must be compatible with the detailed MDT procedures and practice to be found in PSO 3601. In summary, the successful bidder will support the MDT programme by providing the following: Supply per annum approximately 120,0001 sample collection kits, sample labels, appropriate packaging for the sample transport; provide accompanying authorisation and Chain of Custody paperwork; provide a Collection service to transport the samples from all prison establishments (approximately 140 establishments) detailed at Annex D (Document 2 Section 3 Lot 4) to the analytical facility; provide a sample screening service (within 72 hrs, timed from when the sample is collected from the establishment to when the result is transmitted back to the establishment) for a panel of drugs on approximately 100,0001 samples per annum; submit all Results - negatives, all adulteration reports, all fatal flaw results and all positive screen results - back to the establishments within 72hrs of the sample being collected from the establishment; provide a quantitative confirmation service (within 96 hrs, timed from when the request is received from the establishment to when the result is transmitted back to the establishment) for up to 15,0001 samples per annum; also provide a rapid quantitative confirmation service (within 48 hrs, timed from when the request is received from the establishment to when the result is transmitted back to the establishment) for approximately 5002 samples per annum; ensure that the Services provided allow establishments to operate their MDT programmes without hindrance; provide a toxicological advisory service to deal with queries, for example, regarding disclosure of medical information and cross-reactivity; provide storage facilities sufficient for a throughput of approximately 100,0003 samples per annum; provide statistical reports on a monthly, quarterly and yearly basis to NOMS Security Group. Also to provide a data file monthly to NOMS Security Group by email or if required disk.
