Management and Accountability. (1) If the GM or Branch BSA Officer positions are vacated now or in the future, within sixty (60) days of the date of such vacancy, the Branch shall identify and provide written notice to the Director of a competent, permanent, and full-time candidate for the GM or BSA Officer position. The written notice shall contain information regarding the proposed candidate’s identity, business background, experience and any other information required by the Director in writing. The Director shall provide a written determination of no supervisory objection prior to the appointment of the proposed GM or BSA Officer. Provision of a determination of no supervisory objection shall not, however, constitute an approval or endorsement of the proposed GM or BSA Officer. The requirement to submit information and the prior no supervisory objection provisions of this paragraph are based upon the authority of 12 U.S.C. § 1818(b) and do not require the Comptroller or the Director to complete his or her review and act on any such information or authority within ninety (90) days.

Management and Accountability. The Strategic Partnership Agreement is considered a living document as well as a policy dialogue instrument: it facilitates partnerships and discussions and is flexible and responsive to the evolving social, economic and political context in Seychelles. The Strategic Partnership Agreement will not result in creating new or additional coordination structures, as the approach is to work with and within government structures already being used for coordination purposes. Provisions of the Strategic Partnership Agreement will be implemented through individual UN agency, fund, and programme Country Cooperation Frameworks and Country Programmes as agreed separately with relevant partners in the government. Selection and definition of individual agencies’ goals, outcomes and strategies will seek to be consistent with the Strategic Partnership Agreement and Results Frameworks. Individual UN agency Country Cooperation Frameworks and Country Programmes should also specify how they contribute to the Strategic Partnership Agreement objectives and cooperation strategies. UN agencies, funds, and programmes may also work outside of the two main determined results groups, in areas of government priority with agreed key results, whilst respecting the intent of the Strategic Partnership Agreement, in terms of reporting to ensure the totality of the UN assistance is reported on annually to the government to gauge its intended impact. The Results Groups will have separately developed and detailed strategic documents, based on substantive analysis and dialogue, to guide their work. Strategic Results Groups will contribute to specific and agreed outcomes through coordinated and collaborative planning, implementation, monitoring and evaluation. Each Strategic Results Group is led by a designated Head of Agency who is a member of the UN Country Team and who is responsible and accountable for driving joint approaches for results as well as monitoring and reporting within a harmonized and coordinated framework. The Results Group lead is delegated to act on behalf of the UN Country Team not as a lead agency but rather to fulfil a coordination and leadership function on behalf of the UN system. Each Strategic Result Group will create a detailed Results Matrix, with Outcomes, Outputs, Targets and indicators (linked to the SDG indicators where possible) in line with the Result Based Management approach.
