Consensus Building. 4.18.1. The LPA will ensure that consensus is built via the engagement and consultation techniques referenced in the Community Involvement Scheme. In order to build a consensus, it is essential that stakeholders and all other interested parties are kept fully informed and engaged throughout the full revision procedure. This will be of particular importance at the outset of the process. It is however acknowledged that on occasion, consensus will not be achievable and a difference of opinion between various parties will prevail. As such, a clearly defined audit trail of decisions will be maintained, thus ensuring transparency in the decision making process.
Consensus Building. 4.7.1 Past experience gained in community consultation exercises specifically on planning issues suggests that there may well be difficulties in reaching a consensus on some locally controversial issues. However, the Council’s aim will be to use structured engagement and active involvement of the community and interested parties in the development process to attempt to build consensus around a coherent strategy for the future of the County Borough, rather than concentrate only upon conflict resolution. In this respect, consensus building will be facilitated and/or assisted through the establishment and sharing of a common information base for the key issues from the outset.
4.7.2 Forums and methods for sharing information, establishing common ground where possible, and agreeing the requirement for further intelligence will all be part of the consultation process which should xxxxxx consensus building. Differences of opinions will, of course, continue to occur, but the sharing and explicit nature of the information to be provided should assist in enabling opposing viewpoints to be understood and respected. In this respect, expectations will be managed and aspirations will be realistic.
Consensus Building. 5.4.1. The Council intends to build as much consensus as possible during the RLDP preparation process and hopes that all parties will engage from the outset. In order to do this a variety of consultation methods (see section 5.6) will enable structured discussions and involvement with the aim of building as much consensus as possible. This approach should reduce the time taken to reach adoption by reducing the number of deposit objections to policies and therefore reducing the time spent at later stages of the Plan preparation process. Consensus building will be assisted through the establishment and sharing of a common information base for the key issues from the start of the process.
5.4.2. Where consensus cannot be achieved, it is important that the sources of information leading to a decision are explicit and respected by all parties. In such instances, other appropriate matters such as national policy will be considered to determine any outcome. Progression may also be made on a majority basis.
Consensus Building.
5.1.1.1 A key objective of the LDP system is to build consensus from the outset. A variety of consultation methods (see below) will enable structured discussions and involvement with the aim of building as much consensus as possible. NPT Council is committed to early and effective stakeholder and community engagement in plan making as this is something that the Authority believes is essential to ensuring that the RLDP is relevant and inclusive to local communities, and critical to achieve local ownership and legitimacy for policies that will shape the future development of the County Borough.
5.1.1.2 This approach should reduce the time taken to reach adoption by reducing the number of deposit objections to policies and therefore reducing the time spent at later stages of the Plan preparation process. Consensus building will be assisted through the establishment and sharing of a common information base for the key issues from the start of the process.
5.1.1.3 Where consensus cannot be achieved, it is important that the sources of information leading to a decision are explicit and respected by all parties. In such instances, other appropriate matters such as national policy will be considered to determine any outcome. Progression may also be made on a majority basis.

Consensus Building. The Council intends to set up and use the following fora to discuss key issues and try to build as much consensus as possible on the overall strategy of the plan: • Focused interest based meetings - a series of meetings based around specific and general consultation body interests will be established. This will allow engagement with various bodies with an interest in the plan to ascertain their expectations and aspirations for the plan and help generate alternative strategies. Following these, it may be appropriate to arrange further meetings to focus on particular issues with the aim of achieving as much common understanding as possible. Prior to the first statutory stage of public consultation – on the preferred strategy and other options that have been considered – the council will organise: • A Consultee Conference – a consensus-building event, to which all specific and general consultation bodies will be invited.
