POSTING AND DISTRIBUTION. 3-4.01 The Board shall place at the disposal of the Union bulletin boards in prominent locations in its buildings or schools, usually those or near those used by the Board for its own documents or near the employees’ entrance and exit areas.
3-4.02 The Union may use the bulletin boards to post a notice of a meeting or any other document of a union nature issued by the Union provided that it is signed by a representative of the Union and that a certified true copy is given at the same time to the person designated by the Board.
3-4.03 The Union may distribute any document of a union or professional nature to each employee in the workplace but outside of working hours. The Union may place any document of a union or professional nature in the employees’ mailboxes, if any.
3-4.04 The Union may avail itself of the internal mail and/or electronic mail service already set up by the Board within its territory. This service shall be free of charge to the Union as long as the use of the service by the Union does not entail additional costs to the Board; if it does, the Union must pay the Board the additional costs incurred by its use of the internal mail service. The Union shall respect the deadlines and procedures of the service. The Union shall release the Board of any civil responsibility as regards any problem that may arise as a result of using the internal mail service of the Board. At the request of a union representative, the Board shall allow the reasonable use of the following office equipment, providing this equipment is available and is not being used by school personnel, Board personnel or for the purposes of the Inuit community.
a) Typewriters;

Management will provide a copy of a final signed MOU to the AFGE Local #0446 President within thirty (30) days of the effective date.

3-6.02 The Board shall recognize the Union’s right to ensure the distribution of documents and notices of the same nature to each professional even on the working premises, but outside the time during which the professional is working.
3-6.03 If the Board must post documents under the Agreement, it shall post them in all the establishments in which there is a professional in its employ.
3-6.04 The Union may distribute any document to professionals by placing it in their office or mailbox.
3-6.05 The Union may use, without charge, the internal mail service already established by the Board within its territory. To this end, the Union shall respect the deadlines and procedures of such a service. The Union shall release the Board of any civil responsibility for any problem it might encounter in availing itself of the internal mail service of the Board, except the responsibility arising from a serious error or gross negligence.
POSTING AND DISTRIBUTION. This matter shall be negotiated and agreed upon at the local or regional level in accordance with the Act respecting the process of negotiation of the collective agreements in the public and parapublic sectors (CQLR, chapter R-8.2). Since February 1, 2006, the text of this article as referred to in Appendix 18 of the agreement shall constitute the text agreed upon by the board and the union as long as it is not modified, repealed or replaced.
