RESPONSIBILITY OF THE UNION. 4.1 The Union agrees that it will not intimidate or coerce employees into membership in the Union.
4.2 The Union agrees that membership solicitation and other Union activity not pertaining to this Agreement will not take place during working hours or on the premises of the Employer or on any work project the Employer may be engaged in.
4.3 The Union agrees that during the life of this Agreement and during the period of negotiation of any revision to this Agreement, or of any new agreement including the period of arbitration, there shall be no strike or other cessation of work.
4.4 The Union agrees that every employee has a right to freedom from harassment in the workplace and to equal treatment with respect to employment without discrimination because of race, creed, colour, ancestry, age, sex, marital status, disability, sexual orientation, citizenship, place of origin, ethnic origin, record of offences, same-sex partnership status, or family status in accordance with the Ontario Human Rights Code. The Union further agrees not to discriminate on the basis of political or religious affiliation, or place of residence.
4.5 The Union recognizes and accepts the provisions of this Agreement as binding upon itself, each of its duly authorized officers, representatives and employees represented by the Union, and pledges that it, and each of its duly authorized officers and representatives and employees represented by the Union, will observe the provisions of this Agreement.
4.6 The Union agrees that it will consider any reports or recommendations to the Council dealing with matters covered by the Agreement concerning the Union or its members and to express its opinion before the matter is to be dealt with by the Council when the Union deems it necessary to do so.

3.6 The Union agrees that it will consider any public reports or recommendations to the Board dealing with matters covered by this Agreement or concerning the Union or its members and to express its opinion before the matter is to be dealt with by the Board when the Union deems it necessary to do so.
3.7 The Union recognizes that subject to the provisions of this Agreement, it is the right and obligation of the Employer to:
(a) Hire, promote, direct, transfer, demote, lay-off, retire, rehire employees, schedule work, classify positions, maintain order and efficiency.
(b) Suspend, discharge or otherwise discipline employees for just cause subject to the right of the employee concerned to lodge a grievance under the orderly procedure outlined in this Agreement.
(c) Make and alter, from time to time, reasonable rules and regulations to be observed by the employees, operate and manage its library system in accordance with its obligations, commitments and responsibilities. RESPONSIBILITY OF THE UNION. In the event of a violation of this Article, the Company will not hold the Union responsible for such violation if the Union does not sanction or participate in the violation or incite, aid, encourage or support in any way employees engaged in such violation, and if the following steps are taken by the Union upon notification by the Company:
A. The Union shall immediately issue a signed notice to the press, the Company and employees, to the effect that such interference (admitted or alleged), describing it, is unauthorized by the Union, in violation of this Agreement and that any picket lines which may be established are to be ignored.
B. The Union shall within twenty-four (24) hours and in writing, advise its members taking part in such interference to resume normal operations at once.
RESPONSIBILITY OF THE UNION. Local No. 51 of the International Brotherhood of Electrical Workers pledge themselves to promote the mutual interest of the parties to this Agreement and to continue present amicable relations between the Village and employees, members of the Local Union, to observe the Village’s rules and regulations, insofar as they do not conflict with the terms and provisions of this Agreement, and discipline such of its members who may violate such rules and regulations, to advertise standing of the Village throughout the usual channels as a Union concern, and to use the organization's good offices in behalf of the Village in every honorable manner.
