Student Demographics. The Governing Authority shall annually assess and compare the School’s student demographic data with those of the community it serves and determine whether there are any significant disparities between the two as to race, ethnicity, gender, socio-economic status, participation in special education, limited English proficiency/English Language Learner status, homelessness, and Cleveland residency. Where there is a significant disparity, the Governing Authority shall submit to the Sponsor a brief explanation for the disparity and any measures the School employs or plans to employ to address it.
Student Demographics. As required by the Colorado Charter Schools Act, C.R.S. § 22-30.5-104(3), School enrollment procedures shall be conducted by the School in a nondiscriminatory manner. The School shall implement a recruitment and enrollment plan that ensures that it is open to any child who resides in the District. The School is committed to the goal of enrolling and retaining a student population that will be reasonably representative of the percentage of students that are eligible for free or reduced lunch, English language learners, and special education programs within the District average, taking into account the demographics of other public schools within a reasonable proximity to the School. The Parties acknowledge that the School’s good faith effort to enroll and retain said representative populations, may not, in and of itself, ensure achievement of this goal, and that as a public school, the School cannot turn away students that meet its enrollment procedures as described in Attachment 9.

The School shall have and implement a recruitment and enrollment plan that ensures that it is open to any child who resides within the District, and has a diverse student population which includes, but is not limited to, making reasonable efforts to enroll a percentage of students that are eligible for free or reduced lunch programs consistent with District averages, taking into account the demographics of other public schools within a reasonable proximity to the School. The School shall make reasonable progress toward this goal.

These high schools are: Brighton High School, Prairie View High School, Riverdale Ridge High School, Innovations & Options High School, and Eagle Ridge High School. The initial percentages and average for enrollment demographics for Disadvantaged Students at other District high schools is set forth on Attachment 9A and will be updated annually based on the prior school year’s enrollment numbers. If the School’s FRL, ELL, or SPED percentages for one or more of the three demographic categories of students falls above or below +/- 7.5% on FRL, +/- 2.5% on IEP and +/- 1.5% on ELL per STEAD’s enrollment targets provided by the District in Attachment 9A, then the District and School will work together in good faith to recruit and enroll additional students in certain demographic categories as needed, for available openings that school year, or in the next school year, subject to the School’s enrollment policies, applicable legal limitations on the enrollment lottery of the School, and open enrollment laws. The School has developed a Student Recruitment Plan found in the Application and set forth in Attachment 9B, that reasonably anticipates its ability to accomplish this objective, including addressing transportation and translation/interpretation needs of potentially underrepresented families. Each year during the term of this Contract, by May 1, the School shall report to the District how the School has made progress in its recruitment efforts during such school year in accordance with the Recruitment and Enrollment Plan. The idea of a Connections tool came about through a series of district forums and discussion about what we know and what we need to do about student engagement. The Victoria School District’s model of a connectedness was present and adapted by the Vancouver School District. The Connections Tool creates an opportunity for educators to share in dialogue about student engagement and connectedness in four domains: School Life, Academic Engagement, Attendance, Peer & Adult Relationships. The district is in the first year of training and implementation of the Connections Tool and the tool is seen as a valuable framework for understanding and tracking the engagement and involvement of each Aboriginal student. To date there have been eight Administrator training sessions supporting school based leadership of the Connection Tool implementation. All members of the Aboriginal Education staff have been trained to support the school based dialogue and implementation of the tool.
