Targeted Skills Training (TST. Program & Promotional Opportunity. Eligible faculty may participate in skill building training as offered. The program curriculum will focus on specific topics intended to meet increased pedagogical effectiveness with an emphasis on using technology tools for innovative outcomes (i.e. Quality Matters, Tegrity, Hybrid Pedagogy, Podcasting, shareware, etc.). Topics will be determined by CLASS with input from Divisions, the In-Service Education Committee and the Institutional Effectiveness Team. The training will be the equivalent of five (5) days professional development and the method of delivery will vary with the content and TST program outcomes. Faculty members are eligible for this promotional opportunity one time. However, in the first two years of the TST program, it will be offered only to faculty: Who were hired before July 1, 2011, and Who submit successful application for the program, and Who meet the requirements of Group 1, or Group 2 or Group 3. Starting in summer quarter 2012, up to 25 faculty members who meet the criteria listed above will receive a $1,000 promotional increase upon completion of the TST summer program. In the following year after the TST project is implemented and assessed and information is shared with faculty colleagues, an additional promotional increase equivalent to an amount that increases the tenure track faculty member’s base salary to $48,000 and the tenured faculty member’s base salary to $50,000 (if the individual participated in the Master Teaching Program when eligible, otherwise the faculty member’s base salary will go to $48,000) will be added to the successful participant’s base salary.   • SPECIAL SKILLS Five percent (5%) of the employees (not less than one person) to be laid off within a class within an agency shall be exempt from the seniority factor when the State determines that there is a need for special skills. “Special skills” refers to jobs difficult to fill with a replacement except after extensive training. Where practical, the State will attempt to meets its “special skills” requirements be exempting the employees with the highest seniority among employees with the same special skills. Management decisions on special skills shall be subject to expedited arbitration provided, however, that no back pay remedy shall accrue to any individual employee.
