In Tasmania, DPIW marine licences raised $1.06 million in 2006-07, of which $255,000 was directed to consolidated revenue, with the remainder ($806,000) going to the Fishwise Fund for recreational fishing programmes, such as promotional events, community programmes, access and facilities, R&D and education. Revenue streams also flow in the opposite direction (i.e., from consolidated revenue to the Fishwise Fund) but to a much lesser degree - DPIW Marine Resources Division received $148,000 in 2006-07 to cover recreational fishing management costs, only around 18% of the Fishwise Fund is revenue raised through licences. Funding in most years is around this amount, according to a representative of DPIW, who also noted that, “without the Fishwise Fund, things would be pretty dismal for recreational fishing revenue in Tasmania”. Estimating revenue for marine recreational fishing as a whole in Tasmania is complicated by the fact that three different agencies are responsible for different aspects of marine recreational fishing: ▪ Recreational fishing management (licences, communication, education etc) is dealt with by DPIW; ▪ R&D for recreational and commercial fishing is undertaken by the Tasmanian Aquaculture and Fisheries Institute (TAFI), which is a joint venture between DPIW and the University of Tasmania. TAFI receives around $120,000 per year from Tasmanian consolidated revenue to cover the salaries of its recreational fishing R&D staff (one full- time recreational fishing R&D officer, and other officers who spent some portion of their time on recreational fishing research). Its operational costs, which account for the bulk of the costs associated with recreational fishing R&D, are funded from external sources, such as the Fisheries Research and Development Corporation (FRDC) and Fishwise Fund Community grants (i.e., licence revenue);26 and ▪ Fisheries enforcement is the province of the Tasmanian Police Marine and Rescue Division, as DPIW does not have Fisheries officers. Estimates of consolidated revenue flowing to the DPIW and TAFI for recreational fishing are shown in Table 2.7. The Company gives a commitment that where as a result of implementation of the Agreement, the hourly rate of pay inclusive of penalties and/or loadings for an employee’s classification of work (i.e. full-time, part-time or casual) decreases from the rate which would have been applicable under the previous Award on the 1st July 2010, the higher hourly rate of pay will be maintained for that employee until the applicable hourly rate of pay specified in this Agreement increases to the previous higher rate.
