Short-term vacancies will be filled in a manner deemed best by the Employer. Normally a short-term vacancy will be filled by casual employees who possess the ability to do the job. Short-term assignments will be distributed as equitably as possible to casual employees.

Types of Vacancies. A. Permanent vacancies: Permanent vacancies shall be defined as any vacancy that will exist for more than one (1) year.
Types of Vacancies. The Employer may use this article to fill either a permanent or a temporary vacancy if the previously posted position was posted as a permanent vacancy. The Employer may use this provision to fill a temporary vacancy by accessing a competition originally posted for a temporary vacancy, but they may not fill a permanent vacancy when the original competition was posted for a temporary vacancy. If a vacancy or a new position is filled under this article, the Employer must select the top-ranking candidate after calculating relative equality (from the original competition) Logistics to Utilize the Reach-back‌ The Employer may use this article to fill either a permanent or a temporary vacancy if the previously posted position was posted as a permanent vacancy. Further Reach-back to that competition does not require sharing the eligibility list. Special Reach-back Rules Based on Specific Classification Series‌ The Employer can also consider using Reach-back provisions to fill vacancies in the same classification series within a range of two classifications below the original posting for the following classification series: • Office AdministrationFinancial Officer • Systems Officer • Information Officer This list can be amended by mutual agreement at Central Employee Relations Committee. Where this recruitment process is utilized, the eligibility criteria listed above still applies but for the requirement for a Reach-back to be the same vacancy. For example, a manager has an Office Administration 8 competition that has concluded. If such questions cannot be so settled, they shall be settled by arbitration as provided in Article 2. In filling vacancies or new positions, senior employees in the classification where the vacancy or new position is located shall be given preference. In the event that the vacant or new position cannot be filled with a qualified employee from that classification then qualified applicants from other classifications within the bargaining unit will be considered based on bargaining unit seniority.
