Xxxxxxx Levels. Minimum xxxxxxx shall be as established by the Fire Chief’s General Order #2 Manpower. If the Chief decides to change the xxxxxxx levels, he shall circulate a proposed new General Order incorporating the change. If the union wishes to bargain over the change, it shall notify the Chief, who shall then delay implementation of the changes for 30 days to allow for bargaining with the union during that period. During bargaining, the union shall be provided with the reasons for the change and the union shall have the opportunity to present alternatives to the change. After consideration of proposed alternatives, the Chief may implement the change unless the union has presented clear and convincing evidence that the change is unwarranted or unnecessary.

Xxxxxxx Levels. 1.01 During the life of this Agreement there will be no less than a total of) sixteen (16) regular situations in the Press Department, consisting of fourteen (14) regular journey-men/apprentice press situations and two (2) regular flypacker situations in the press hall. 1.02 Notwithstanding the above numbers of Press Department employees, both parties agree that Article 18Technological Change contained in the main agreement shall apply whenever circumstances may warrant. 1.03 At least two (2) people (one [1] of whom shall be a journeyman xxxxxxxx and the other shall hold at least a second year apprentice status) shall be present when a press line is in make ready mode. 1.04 Press make ready will include all functions up to and including the webbing of the press and inch mode operation. 1.05 There shall be a minimum of three (3) people, two (2) of whom shall be a Journeyman Xxxxxxxx and the other shall hold a second year apprentice status, and one (1) Flypacker per shift when printing. 1.06 Xxxxxxx shall be: 1 Journeyman xxxxxxxx for each 1.5 webs 1 Journeyman xxxxxxxx for up to 4 splicers 1 Flypacker Flypacker duties will include flying the press, general maintenance, shipping/receiving and general clean-up. 1.07 Substitutes and part-time Flypackers may be employed for a minimum of one- half (½) of the scheduled shift hours as long as xxxxxxx levels are maintained. 1.08 It is the call of the xxxxxxx whether or not a substitute is required whenever a regular situation holder calls in sick or is otherwise absent as long as xxxxxxx requirements are met. Xxxxxxx above will not apply when employees are not available due to unscheduled absences that occur during the shift, however every effort must be made, at the xxxxxxx’x discretion, to replace such employees.
