Ethnic Minorities Development Plan and “EMDP” mean each plan, satisfactory to the Association, prepared, or to be prepared, by or on behalf of a Project Province and PC1, PC2 or PC3, as the case may be, pursuant to the policies and procedures set forth in the Ethnic Minorities Development Strategy (as defined below), to ensure that ethnic minority communities within the Project area of said Project Province benefit from the Project in a socially and culturally acceptable manner.
Ethnic Minorities Development Plan means the development plan dated April 2007 adopted by the Project Implementing Entities with the objective of avoiding cultural, social and economic adverse effects on Ethnic Minorities caused or likely to be caused by the Project, and through a process of informed consultation and participation, involving concerned Ethnic Minorities in the design and implementation of relevant Project activities so as to ensure that the benefits received by the Ethnic Minorities under the Project are in harmony with their economic, social and cultural preferences and protect their customary user rights.
Ethnic Minorities Development Plan means the plan dated January 2006, adopted by the Borrower’s Ministry of Health through Decision No. 100/QD-BYT dated January 12, 2006, prepared in accordance with the policies and procedures set forth in the Ethnic Minorities Policy Framework, and referred to in paragraph 11 of Schedule 4 to this Agreement; said Plan setting forth measures designed to ensure: (i) meaningful consultation with and informed participation of ethnic minority communities in the Project Provinces in said Provinces’ respective Project activities; and (ii) Project benefits for said communities which are culturally appropriate and socially inclusive.

In addition to the ESIA, a Social Impact Assessment (SIA), subproject Resettlement Action Plans (RPs), an Ethnic Minorities Development Plan (EMDP); and Reports on Dam Safety (RDS) (Xa Huong and Thanh Lanh Reservoirs), have also been prepared in line with relevant Safeguard policies.

There are no ethnic minority households to be affected, however, there are 135 beneficiaries’ ethnic minority households in sub-project, It is necessary to prepare an Ethnic Minorities Development Plan for the sub-project.
More Definitions of Ethnic Minorities Development Plan
Ethnic Minorities Development Plan means the plan, dated September 17, 2003, satisfactory to the Association, approved by the MOT Decision No. 3208/QD.BGTVT, dated October 30, 2003, pursuant to the Prime Minister Decision No. 204/CP-CN, dated February 25, 2003, for the carrying out of the Project in areas where Ethnic Minorities are present, as said plan may be amended from time to time with the prior agreement of the Association.
Ethnic Minorities Development Plan means the plan to be adopted by the Recipient in respect of a selected Sub-project in accordance with the Strategy for Ethnic Minority Development and the provisions of paragraph 6(c) of Schedule 4 to this Agreement, providing for the special planning measures or actions to be undertaken by the Recipient, aimed at: (i) ensuring that the ethnic minorities residing in the Selected Project Areas receive the benefits from the Project in a culturally compatible manner; and
Ethnic Minorities Development Plan means the plan to be adopted by Thailand in respect of a selected Sub-project in accordance with the Strategy for Ethnic Minority Development and the provisions of paragraph 6(c) of Schedule 4 to this Agreement, providing for the special planning measures or actions to be undertaken by Thailand, aimed at: (i) ensuring that the ethnic minorities residing in the Selected Project Areas receive the benefits from the Project in a culturally compatible manner; and (ii) reducing, mitigating and offsetting any adverse impacts due to the implementation of such Sub-project, as said plan may be amended from time to time with the prior concurrence of the Bank.
Ethnic Minorities Development Plan means the plan, satisfactory to the Association, approved by the Prime Minister’s Decision No. 367/CP-NN dated April 10, 1999 and the Decision No.1336-BNN-HTQT/QD of the Borrower’s Minister of Agriculture and Rural Development dated April 19, 1999, for purposes of carrying out the Project with the informed participation of, and consultation with, communities with Ethnic Minorities, pursuant to the provisions of paragraph 6 of Schedule 4 to this Agreement, as such Development Plan may be amended from time to time by agreement between the Borrower and the Association, and the term “Ethnic Minorities” means social groups disadvantaged in the development process and with social and cultural identity distinct from those which constitute the predominant ethnic group in Vietnam.
Ethnic Minorities Development Plan means NPT’s plan, to be agreed with the Bank and setting out the mitigation, enhancement, monitoring, and institutional measures, including capacity building through training, that have been identified by NPT to address any adverse effects on Ethnic Minorities associated with, and ensure culturally appropriate social and economic benefits for Ethnic Minorities under, a Subproject, in accordance with the provisions of the Ethnic Minorities’ Development Framework, as the same may be modified from time to time with the prior written agreement of the Bank, and such term includes any annexes or schedules to such plan.
Ethnic Minorities Development Plan means the development plan dated February 13, 2009 adopted by the Project Implementing Entity with the objective of avoiding cultural, social and economic adverse effects on ethnic minorities caused or likely to be caused by the Project, and through a process of informed consultation and participation, involving concerned ethnic minorities in the design and implementation of relevant Project activities so as to ensure that the benefits received by the ethnic minorities under the Project are in harmony with their economic, social and cultural preferences and protect their customary user rights. “Expert Panel” and the acronym “EP” mean the panel appointed by the Project Implementing Entity and to be maintained according to the provisions of paragraph 1(d) of Section I of the Schedule to the Project Agreement.
Ethnic Minorities Development Plan means NPT’s plan, to be agreed with the Bank and setting out the mitigation, enhancement, monitoring, and institutional measures, including capacity building through training, that have been identified by NPT to address any adverse effects on Ethnic Minorities associated with, and ensure culturally appropriate social and economic benefits for Ethnic Minorities under, a Subproject, in accordance with the provisions of the Ethnic Minorities’ Development Framework, as the same may be modified from time to time with the prior written agreement of the Bank, and such term includes any annexes or schedules to such plan. “EVN” means Vietnam Electricity, the Borrower’s wholly-owned enterprise, established and operating pursuant to the Borrower’s Decision No. 148/2006/QD-TTg dated June 22, 2006, and EVN’s charter, as adopted under said Decision, responsible for the development, operation, and maintenance, direct or indirect, of facilities for the generation, transmission, and distribution of electricity throughout the Borrower’s territory, or any successor thereto.
