AREAS FOR DISCUSSION AND AGREEMENT. 1. This recognition constitutes an agreement between the Board and Local #357 to reach mutual understanding regarding matters related to matters of concern, which are negotiable in accordance with O.R.C. 4117.08(A): wages, hours, and terms and other conditions of employment. The Board shall have no duty to bargain about wages, hours, or terms and other conditions of employment of bargaining unit members for “extra duty” positions pursuant to O.R.C. 3313.53.

The Association may be consulted on policy matters, but policy adoption is a Board responsibility and not a negotiable item. B. All Board of Education rights, powers, duties, discretion, authority, and prerogatives are retained by and shall remain exclusively vested in the Board of Education except as clearly and specifically limited by this agreement. All rights, powers, duties or authorities not specifically reduced to writing as a part of this agreement are resolved solely to the discretion of the Board of Education and the administration.
C. The parties acknowledge that during the negotiations, which resulted in this contract, each had the unlimited right and opportunity to make demands and proposals on any subject within the scope of bargaining. The understandings and agreements arrived at by the parties after the exercise of the right and opportunity are set forth herein, and the parties agree that this contract constitutes the entire agreement between them and settles all demands and issues on all matters within the scope of bargaining, except as herein set forth.
