Base Wages Increases. 19.1.1 Effective July 1, 2023, all Salary Ranges described in this Agreement will be increased by three (3%) percent. This increase will be based upon the salary schedule in effect on June 30, 2023. *See 19.1.2 – WFSE Units 1 & 2 employees will receive a 4% increase on July 1, 2023 Effective July 1, 2024, all Salary Ranges described in this Agreement will be increased by three (3%) percent. 19.1.2 For the term of this Agreement (July 1, 2023-June 30, 2025) only, should the Washington State Legislature approve a salary increase or COLA for General State Government employees greater than the 3% yearly salary adjustments described in Article 19.1.1 above, the University agrees to pass through, at the rate of 100%, the difference between the agreed upon salary adjustments in Article 19.1.1, and the amount approved by the legislature. For example, should the legislature approve a 3.5% salary increase/COLA for General State Government employees effective July 1, 2023, the University will pass through the additional 0.5% to all employees subject to this Agreement, to equal 3.5%. Any increase will be applied no later than the date the legislature indicates the increases take effect.

19.1.4 In the event the state legislature funds a higher total across-the-board increase for the contract term for the collective bargaining agreement between the State of Washington and the Washington Federation of State Employees at the state general government table for the 2019- 2021 negotiations, the University agrees to match the increase or provide the increases described above; whichever is greater. Effective July 1, 2019, the University agrees to adopt classification adjustments adopted at the 2019-2021 WFSE General Government negotiations table.

19.1.4 In the event the state legislature funds a higher total across-the-board increase for the contract term for an employee group at the general government state table for the 2015-2017 negotiations, the University agrees to match the increase or provide the increases described above; whichever is greater. In the event the University receives additional tuition authority and/or state funding that results in an overall significant improvement in the financial status of the University, the Union may request to re-open the Agreement to bargain over economic terms of this Agreement. Any agreement resulting from such bargaining will remain subject to a finding by the Director of OFM that the agreement is economically feasible, and approval by the Legislature as provided in RCW 41.80. Nothing in this paragraph obligates either party to agree to any proposal.

19.1.5 In the event the state legislature funds a higher total across-the-board increase for the contract term for an employee group at the general government state table for the 2017-2019 negotiations, the University agrees to match the increase or provide the increases described above; whichever is greater. In the event the University receives additional tuition authority and/or state funding that results in an overall significant improvement in the financial status of the University, the Union may request to re-open the Agreement to bargain over economic terms of this Agreement. Any agreement resulting from such bargaining will remain subject to a finding by the Director of OFM that the agreement is economically feasible, and approval by the Legislature as provided in RCW 41.80. Nothing in this paragraph obligates either party to agree to any proposal. Effective July 1, 2017, the University agrees to adopt classification adjustments adopted at the 2017-2019 WFSE General Government negotiations table, provided the adjustments are deemed financially feasible and receiving full funding by the legislature.
