Detoxification Services a) Medically Managed Inpatient Detoxification These programs provide medically directed twenty-four (24) hour care on an inpatient basis to individuals who are at risk of severe alcohol or substance abuse withdrawal, incapacitated, a risk to self or others, or diagnosed with an acute physical or mental co-morbidity. Specific services include, but are not limited to: medical management, bio-psychosocial assessments, stabilization of medical psychiatric / psychological problems, individual and group counseling, level of care determinations and referral and linkages to other services as necessary. Medically Managed Detoxification .Services are provided by facilities licensed by OASAS under Title 14 NYCRR § 816.6 and the Department of Health as a general hospital pursuant to Article 28 of the Public Health Law or by the Department of Health as a general hospital pursuant to Article 28 of the Public Health Law.
Detoxification Services. The Plan covers detoxification services in a hospital or community detoxification facility if it is licensed by the local Department of Health and Human Services. Not Covered:
Detoxification Services. The following services are part of Contractors basic detoxification services:
1. Contractor will accept individuals who are self-referred or referred by their families, hospital emergency rooms, law enforcement agencies, mental health clinics, Alcoholic Anonymous, Narcotics Anonymous, or other community groups or agencies.
2. Provide program participants with alcohol and drug education classes, including video presentations. Each program participant will be provided a minimum of three (3) alcohol and drug education classes.
3. Provide referral services to program participants who would benefit from continuing alcohol and drug recovery services following detoxification. A referral is defined as a direct contact between the referred program participant and the agency/program to which the program participant is referred. The goal will be to refer all clients when possible to on-going post- detoxification continuum of treatment services.
4. Provide transportation to all program participants as needed. This will include transporting program participants to on-going treatment programs, to and from medical appointments and/or other agencies when required, and to and from Alcoholics Anonymous and Narcotics Anonymous meetings.
5. Provide a volunteer program consisting of approximately ten (10) volunteers who will be trained by Palm Avenue staff and will provide one thousand (1,000) volunteer hours for the program.
6. Develop alternative funding sources by:
a. Sponsoring a minimum of three (3) fundraising events.
b. Increasing participant fee collections from program participants who are able to pay.
c. Actively undertaking the following:
1) Contracting with unions and employers.
2) Billing third-party payers.
3) Billing Health Maintenance Organizations that refer their members to Palm Avenue.
4) Billing any alcohol/drug service provider who uses Palm Avenue as part of a treatment package for paying program participants.
Detoxification Services. 1. The purpose of detoxification is to provide a safe withdrawal from the drug(s) of dependence and enable the individual to become drug free;
2. Detoxification services support a smooth transition for individuals from detoxification to community support services with the development and documentation of a referral plan appropriate for each individual.

b) Medically Supervised Withdrawal
i) Medically Supervised Inpatient Withdrawal These programs offer treatment for moderate withdrawal on an inpatient basis. Services must include medical supervision and direction under the care of a physician in the treatment for moderate withdrawal. Specific services must include, but are not limited to: medical assessment within twenty four (24) hours of admission; medical supervision of intoxication and withdrawal conditions; bio- psychosocial assessments; individual and group counseling and linkages to other services as necessary. Maintenance on methadone while a patient is being treated for withdrawal from other substances may be provided where the provider is appropriately authorized. Medically Supervised Inpatient Withdrawal services are provided by facilities licensed under Title 14 NYCRR §816.7.
ii) Medically Supervised Outpatient Withdrawal These programs offer treatment for moderate withdrawal on an outpatient basis. Required services include, but are not limited to: medical supervision of intoxication and withdrawal conditions; bio-psychosocial assessments; individual and group counseling; level of care determinations; discharge planning; and referrals to appropriate services. Maintenance on methadone while a patient is being treated for withdrawal from other substances may be provided where the provider is appropriately authorized. Medically Supervised Outpatient Withdrawal services are provided by facilities licensed under Title 14 NYCRR §816.7.

Detoxification Services a. IVRS will provide immediate detox and restorative services to individuals experiencing SUD. IVRS will provide medically appropriate services for a daily rate of $400.
