Environment and Social Safeguards. 1. The Recipient shall carry out the Project in accordance with the Environmental and Social Safeguards Framework and the Environmental Management Plan.

The Borrower shall ensure that: (a) all Project activities are implemented in strict conformity with the Borrower relevant laws/regulations; (b) all Project activities give special consideration to the participation and practices of EGs in compliance with IFAD’s Policy on Indigenous Peoples (2009), as appropriate; (c) proposals for civil works include confirmation that no involuntary land acquisition or resettlement is required under the Project. In the event of unforeseen land acquisition or involuntary resettlement under the Project, the Borrower shall immediately inform the Fund and prepare the necessary planning documents; (d) women and men shall be paid equal remuneration for work of equal value under the Project; (e) recourse to child labour is not made under the Project; (f) the measures included in the Gender Action Plan prepared for the Project are undertaken, and the resources needed for their implementation are made available, in a timely manner; and (g) all necessary and appropriate measures to implement the Gender Action Plan to ensure that women can participate and benefit equitably under the Project are duly taken.

The Project Implementing Entity shall ensure that the Project is carried out in accordance with the Environment Management Framework and the Social Impact Management Framework, and that the implementation of the Environment Management Framework and the Social Impact Management Framework is adequately monitored and supervised throughout Project Implementation.

In the event of unforeseen land acquisition or involuntary resettlement under the Project, the Borrower/Recipient shall ensure that the Free Prior and Informed Consent (FPIC) principles are applied and cause the Project Parties to prepare, the necessary planning documents in compliance with IFAD’s SECAP; (d) women and men shall be paid equal remuneration for work of equal value under the Project; (e) recourse to child labour is not made under the Project; and (f) all necessary and appropriate measures to prepare and implement a Gender and Targeting Strategy and Action Plan to ensure that women can participate and benefit equitably under the Project are duly taken.

The Recipient shall: (a) maintain, in a form and substance satisfactory to the Association, the Environmental Management Framework; and (b) implement the said Framework in accordance with the objectives, policies, procedures, time schedules and other provisions set forth in the Framework.

The Republic of Uzbekistan (Uzbekistan) and Asian Development Bank (ADB) will ensure that all the requirements prescribed in this Schedule and the following safeguards frameworks that have been prepared with respect to the Facility (and of which ADB has been provided full copies and are deemed incorporated herein by reference), are complied with during processing and implementation of the subprojects under the Facility. • The Environment Assessment and Review Framework (EARF) dated [14 August 2009]; • The Land Acquisition and Resettlement Framework (LARF) dated [14 August 2009]; and • The Ethnic Minority Development Framework (EMDF) dated [14 August 2009].
Environment and Social Safeguards. 1. Without prejudice to the generality of paragraph A.1 above, the Recipient shall ensure that all civil works under the Project, shall be undertaken in accordance with the relevant provisions of the Environmental and Social Management Framework, and shall not take or permit to be taken any action which would prevent or interfere with such implementation.
