GOALS, STRATEGIES, AND OUTCOME OBJECTIVES. 3.1 The primary goal of FE Services is to: 3.1.1 Provide referred CLIENTS an opportunity to comply with required Resource Family Approval (RFA) FEs by offering client-friendly and professionally-delivered services in CLIENTS’ homes and/or other agreed upon locations. 3.2 CONTRACTOR shall ensure services adhere to the following strategies for preventing child abuse and neglect: 3.2.1 Provide concrete support in times of need; 3.2.2 Increase parental resilience; 3.2.3 Increase knowledge of parenting and child development; 3.2.4 Support the social and emotional competence of children; and 3.2.5 Build parents' social connection. 3.3 CONTRACTOR shall meet the following outcome objectives for the term of this Agreement: 3.3.1 Complete a minimum of seventy percent (70%) of referred FEs within forty- five (45) calendar days of referral date.

GOALS, STRATEGIES, AND OUTCOME OBJECTIVES. ‌ 2.1 The primary goals of TECH Services are to: 2.1.1 Actively recruit and maintain Resource Family Homes; and 2.1.2 Provide supportive services to approved Resource Family Homes as required by the State, as documented in approved or pending approval program statements, and as necessary to maintain and preserve placement. 2.2 CONTRACTOR shall meet the following outcome objectives for the term of this Agreement: 2.2.1 Accept one hundred percent (100%) of referrals for TECH services within twelve (12) hours of contact by ADMINISTRATOR. 2.2.2 Maintain one hundred percent (100%) of TECH placements for the entire referred period.

In keeping with these practices, SSA has adopted a nationally recognized model to frame outcomes and evaluation. Developed by the Center for the Study of Social Policy, the Strengthening Families model identifies Five Protective Factors that have been identified in preventing the risk of child abuse and neglect. 4.2 CONTRACTOR shall incorporate the applicable Five Protective Factors into their counseling program for CLIENTS/FAMILIES. The Protective Factors are: 4.2.1 Social Connections: Isolated families lead to a higher risk of child abuse. Families need to build trusting relationships and connect with others to strengthen parenting skills and decrease risk of abuse.

CONTRACTOR shall conduct the pre-test during intake assessment to identify CLIENT’s protective factors on which to focus over the course of services. CONTRACTOR shall conduct the post-test at termination of FFES to measure the impact of services. CONTRACTOR shall submit pre-tests and post-tests to ADMINISTRATOR within fifteen (15) calendar days of service termination and /or upon request of ADMINISTRATOR. 4.3 The outcome objectives are as follows: 4.3.1 CONTRACTOR shall attempt to make connections for one hundred percent (100%) of CLIENTS referred by SSA. For purposes of measuring this outcome, CONTRACTOR must complete the following steps to initiate connections within thirty (30) days of receipt of the referral: Receive, date stamp, and provide initial review of all referrals sent by SSA. Contact the assigned social worker to acknowledge receipt of the referral and to coordinate initiation of services. Create a case file unique to each CLIENT, ensuring that those who are part of a sibling set can be easily identified. Initiate comprehensive family finding and engagement strategies and techniques to achieve the goals referenced in Subparagraph
