The administrator shall respond informally within ten (10) days of the employee’s presentation. Reasonable effort shall be made to resolve the grievance at this level in an informal manner. If the grievance is not resolved informally, it shall be reduced to writing by the employee who shall submit it to the building administrator within ten (10) days after receipt of the informal response. The written grievance shall contain: a. A clear and concise statement of the alleged grievance including the facts upon which the grievance is based; b. Reference to the specific terms of the agreement which have been allegedly violated; c. Issues involved; and d. Remedy sought. In representing the grievance, the employee may elect to be accompanied by a representative of the Association. The administrator will inform the employee and the Association in writing of the disposition of the grievance within ten (10) days of the presentation of the written grievance.

To this end, an arbitration board shall have the power to allow all necessary amendments to the grievance and the power to waive formal procedural irregularities in the processing of a grievance, in order to determine the real matter in dispute and to render a decision according to equitable principles and the justice of the case.
