Joint Study Committee. A. Guidelines
1. Joint Study Committees may be formed when deemed necessary by agreement of the teams to this agreement for one year only unless agreed upon by both teams.
2. The Joint Study Committee may use consultants if deemed necessary by either party.
3. If meetings of Joint Study Committees are scheduled during the regular school day, members of such committees shall be granted professional leave, without loss of pay or benefits.
4. Recommendations and reports of Joint Study Committees are advisory in nature.
5. Joint Study Committee reports are due by May 1 or as specified by the negotiation teams.
6. Upon completion of its study and submittal of a written report on the subject assigned to it, a Joint Study Committee shall be considered dissolved, and once dissolved, no such committee shall be reactivated except by consent of the Association and the Board.
7. The above statements do not preclude the creation of any committee authorized by the Association or the Board to conduct an independent study on any subject.
8. The Superintendent and CEA President will jointly appoint a chairman and members of each joint study committee.
Joint Study Committee. 4-4-1: The Board of Education and the Association may form such joint study committees, as they deem mutually necessary.
Joint Study Committee. 3-3-1 The negotiators for the Board and the Representative Organization are empowered to create joint study committees. 3-3-2 Professional and/or lay consultants may be used if deemed necessary by either party.
Joint Study Committee. A group given specific assignment to develop a more meaningful understanding of a given area to assist the negotiations teams in coming to a mutual agreement. The responsibility of such committee shall be determined by the negotiations at the time. The study committee shall be advisory only and shall not be directive.
Joint Study Committee. 3-2-10-1 Negotiators for the Board and the Association are empowered to create joint study committees when necessary. 3-2-11 Adopting Agreements 3-2-11-1 Agreements reached through the aforementioned procedure shall be reduced to writing and shall be presented for approval by the Board and the Association and shall be signed by the properly designated officers of the Board and the Association.
Joint Study Committee. The District and Association shall establish a joint on-going committee to review the experience and cost of this program (and the previous retiree medical insurance program). Modifications to this program supported by cost experience shall be recommended by the committee to the parties bargaining representatives.
Joint Study Committee. Each party shall appoint three (3) members to a joint study committee, which committee shall have it as its purpose to study the following:
i. whether and how the compensation paid hereunder to those members of the bargaining unit who are also, in any other capacity, employees of the Commonwealth might be treated as compensation creditable as such for purposes of the Commonwealth’s retirement plan; and
ii. whether it is feasible for members of the bargaining unit to participate as such in a plan of health insurance. The Committee shall first convene within sixty (60) days following the date of execution of this Agreement, and its meetings shall be chaired by each of the parties on a rotating basis.
Joint Study Committee. A Joint County/F.O.P. 89 Study Committee will be established for the purpose of studying the subject of eligibility for disability pension based on non-job related mental disability.
Joint Study Committee. During the SY2006-2007, the parties agree to form a Joint Study Committee to review, assess, and make appropriate recommendations regarding modifications to the Unit I rating instruments. The Joint Study Committee shall submit its written report by June 30, 2007.
Joint Study Committee. 23.1 The Joint Study Committee shall serve in the capacity of employee/ Board/administration liaison.
23.2 The parties recognize that in our rapidly changing society curriculum content, teaching methods, learning patterns, student evaluation techniques, educational philosophy and goals, social change, society values, and other topics related to the total educational scene must be constantly reviewed, studied and improved.
23.3 In order to carry out the foregoing review, study, and improvement to best meet the needs of the students, the schools, and the community, a Joint Study Committee shall be established.
23.4 The Committee shall consist of four (4) representatives appointed by the Board and four (4) representatives appointed by the Association.
23.5 The committee shall meet at the request of either the Board or the Association upon approval of the administration that the topic is deemed addressable.
23.6 If there are recommendations made by the Joint Study Committee to the Board, the Board, through the Superintendent, will advise the Committee in writing of its actions and reasons for its actions.
23.7 The Committee will be authorized to establish ad hoc sub-committees as necessary in order to engage those staff members and others most familiar with the particular problem or topic and the most apt to be affected. The ad hoc sub-committees shall report directly to the Joint Study Committee.
23.8 Upon completion of the study in each area, the Joint Study Committee shall prepare a written report indicating findings of fact, opinions of each committee member and recommendations, if any. The said report shall be submitted to the Board and the Association.
23.9 Nothing herein contained shall be construed to indicate an intent on the part of the Board or the Association to consider the committee recommendations as negotiable or subject to grievance, nor shall the recommendation of the Joint Study Committee be binding upon the Board or the Association or be conclusive.
