Performance Confidence Assessment. As a result of the relevancy and quality assessments of the recent contracts evaluated, Offerors will receive an integrated performance confidence assessment rating. The resulting performance confidence assessment rating is made at the past performance factor level and represents an overall evaluation of contractor performance. Offerors without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance and, as a result, will receive an "Neutral Confidence" rating for the past performance factor. For evaluation purposes, a “Substantial Confidence” or “Satisfactory Confidence” past performance rating is worth more than a “Neutral Confidence” past performance rating. The past performance factor will receive one of the performance confidence assessments described in the DoD Source Selection Procedures, paragraph 3.1.3.3. SUBSTANTIAL CONFIDENCE Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort. UNKOWN (NEUTRAL) CONFIDENCE No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The Offeror may not be evaluated favorably or unfavorably on the factor of past performance. LIMITED CONFIDENCE Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort. NO CONFIDENCE Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.

This rating considers the assessed quality of the relevant/recent efforts gathered to include utilization of small business assessment. Ensure the rationale for the conclusions reached are included. The Performance Confidence Assessment represents the evaluation of an Offeror's past work record to assess the Government's confidence in the Xxxxxxx's probability of successfully performing as proposed. The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant Past Performance, focusing on and targeting performance which is relevant to the effort as it directly relates to the work being procured under this solicitation and as defined as relevant in Section M. The past performance data shall be evaluated based on the demonstration of a successful history of past contract performance based on following:

1. Relevant performance includes performance of efforts involving general government services that are similar or greater in scope, magnitude and complexity than the effort described in this solicitation. The City will give preferential consideration to recent, relevant performance.
a. Recent Performance – Recent performance is defined as current performance, i.e., performance that is taking place at the present time, or performance occurring within the last three (3) years. Current performance will generally have greater impact in the performance assessment than recent performance. Performance that is more recent will have more impact than less recent performance.
b. Relevant Performance – Relevant performance has a logical connection to the work described in the RFP and shall be characterized as “very relevant”, “relevant”, “somewhat relevant” or “not relevant” as follows:
Performance Confidence Assessment. The rating for the Past Performance factor is based on evaluation of the offeror’s past performance data, resulting in an overall performance confidence assessment. Although the past performance evaluation focuses on performance that is recent and relevant to the Technical Capability subfactors, the resulting performance confidence assessment represents the Government’s confidence in an offeror’s ability to complete work of the same type, size and magnitude for the GA RITS. Each offeror will receive one overall performance confidence rating in accordance with the DoD Source Selection Procedures, as follows:
