Preliminary Examination of Bids. The contents of the pre-bid documents of the individual Bids will be examined summarily in order to assess their formal conformity and agreement with the instructions and guidance to the Bidders and the completeness. Any Bid not conforming to any of these requirements may be disqualified forthwith at the discretion of JAIPUR METRO RAIL CORPORATION.
Preliminary Examination of Bids. 31.1 The Purchaser shall examine the bids to confirm that all documents and technical documentation requested in ITB Clause 11 have been provided, and to determine the completeness of each document submitted.
31.2 The Purchaser shall confirm that the following documents and information have been provided in the Bid. If any of these documents or information is missing, the Bid shall be rejected.
(a) Bid Submission Form, in accordance with ITB Sub Clause 12.1:
(b) Price Schedules, Delivery Schedules, in accordance with ITB Sub-Clause 12;
(c) Bid Security in accordance with ITB Clause 20.
Preliminary Examination of Bids. The Procuring Entity shall examine the bids to confirm that all documents and technical documentation requested in ITB Clause 11 have been provided, and to determine the completeness of each document submitted. The Procuring Entity shall confirm that the following documents and information have been provided in the Bid. If any of these documents or information is missing, the offer shall be rejected. Bid Submission Form, in accordance with ITB Sub-Clause 12.1; Price Schedules, in accordance with ITB Sub-Clause 12.2; Bid Security or Bid Securing Declaration, in accordance with ITB Clause 19 if applicable.
Preliminary Examination of Bids. 24.1 Techno-Commercial Bid Evaluation
24.1.1 The Purchaser will examine the bids to determine whether they are complete, whether required securities have been furnished, whether the documents have been properly signed and whether the bids are generally in order.
24.1.2 Prior to the detailed evaluation, the Purchaser will determine whether each bid is of acceptable quality, is generally complete and is responsive to the Bid Documents. For the purpose of this determination, a responsive bid is one, which confirms to all the terms, conditions and specification of the Bid document, without deviations, objections, conditionality or reservations.
24.1.3 No deviation, whatsoever, is permitted in the Bid Documents and the price bids of those bidders, whose technical and commercial bids contain any exception to the conditions and stipulations of the Bid Documents may not be opened.
24.1.4 The Purchaser’s determination of bid responsiveness is to be based on the contents of the bid itself without recourse to extrinsic evidence. If a bid is non-responsive, it may be rejected by the Purchaser.
24.1.5 The Purchaser will carry out a detailed evaluation of the bids previously determined to be responsive in order to determine whether the technical aspects are in accordance with the requirements set forth in the Bid documents. In order to reach such a determination, the Purchaser will examine and compare the technical aspects of the bids on the basis of the information supplied by the bidders, taking into account the following factors:
24.1.5.1 Overall completeness and compliance with the Technical Specifications, quality functions and operations of any process control concept included in the bid. The bid that does not meet minimum acceptable standard of completeness, consistency and detail will be rejected as non-responsive.
24.1.5.2 Any other relevant factor, if any that the Purchaser deems necessary or prudent to be taken into consideration.
24.1.5.3 Requisite forms contain all necessary information stipulated in the Bid Document.
Preliminary Examination of Bids. The bid evaluation committee constituted by the procuring entity shall conduct a preliminary scrutiny of the opened bids to assess the prima-facie responsiveness and ensure that the: -
a. bid is signed, as per the requirements listed in the bidding document;
b. bid has been sealed as per instructions provided in the bidding document;
c. bid is valid for the period, specified in the bidding document;
d. bid is accompanied by bidding document fee, bid security or bid securing declaration, and processing fee (if applicable);
e. bid is unconditional and the bidder has agreed to give the required performance security; and
f. other conditions, as specified in the bidding document are fulfilled.
Preliminary Examination of Bids. 32.1. The evaluation process would consider whether the bidder has the requisite prior experience and expertise to address RICB’s requirements and objectives. RICB will examine the bids to determine whether they are complete, whether required information has been provided as underlined in the Bid document, whether the documents have been properly signed, and whether bids are generally in order.
32.2. Eligibility and compliance with all the forms and forms would be the next level of evaluation. Only those Bids which comply with the Eligibility Criteria will be taken up for further technical evaluation.
32.3. RICB may waive any minor informality, non-conformity, or irregularity in the Bid that does not constitute a material deviation provided such waiver does not prejudice or affect the relative ranking of any Bidder.
32.4. To assist in the examination, evaluation, and comparison of bids RICB may, at its discretion, ask any or all the Bidders for clarification and the response shall be in writing and no change in the price or substance of the Bid shall be sought, offered or permitted.
32.5. Written replies submitted in response to the clarifications sought by RICB, if any, will be reviewed.
32.6. RICB may interact with the Customer references submitted by Bidder if required.
32.7. If a Bid is not substantially responsive, it will be rejected by RICB and may not subsequently be made responsive by the Bidder by correction of the nonconformity. RICB’s determination of bid responsiveness will be based on the content of the bid itself.
32.8. The technical evaluation and the Financial evaluation shall have the weightage as stated in Section V in this bidding document and this weightage shall be considered for arriving at the successful bidder.

2. Arithmetical errors will be rectified on the following basis. If there is a discrepancy between the unit price and the total price that is obtained by multiplying the unit price and quantity, the unit price shall prevail and the total price shall be corrected. If the vendor does not accept the correction of the errors, its bid will be rejected and its bid security may be forfeited. If there is a discrepancy between words and figures, the amount in words will prevail.

Preliminary Examination of Bids. This stage of the evaluation is to assess the document formality required for each bidder with pass or fail criteria before undertaking their detailed examination or evaluation.
