EVALUATION OF BIDS i) Bids submitted by the tenderer will be opened first and evaluated for fulfilling the Pre-qualification criteria and other conditions in NIT/Tender documents, based on documentary evidence submitted along with the offer.
ii) In case the same qualifying experience is claimed by more than one agency, then the agency who has executed the Tender as per documentary evidence submitted shall only be qualified. Further, XXXX reserves the right to ask for further proofs including submission of TDS certificates for the said job.
iii) In case the qualifying experience is claimed by private organizations based on Purchase Order and completion certificates from another private organization, IIDL reserves the right to ask for further proofs including submission of TDS certificates for the said job.
iv) Assessing Bidder capacity for executing the current tender shall be as per Notice inviting Tender.
v) Price bids of shortlisted bidders shall only be opened through conventional price bid opening.
vi) Price bids of unqualified bidders shall not be opened.
EVALUATION OF BIDS. 1. Low Bid Award. A contract will be awarded to the lowest responsible and responsive bidder.

Confidentiality 26.1 Information relating to the examination, evaluation, and comparison of Bids, and the recommendation of contract award, shall not be disclosed to Bidders or any other persons not officially concerned with such process, even after publication of the contract award.
EVALUATION OF BIDS. B15.1 Award of the Contract shall be based on the following bid evaluation criteria:
(a) compliance by the Bidder with the requirements of the Bid Opportunity (pass/fail);
(b) qualifications of the Bidder and the Subcontractors, if any, pursuant to B10 (pass/fail);
(c) Total Bid Price;
(d) economic analysis of any approved alternative pursuant to B6.

Scope of qualifying work should be totally with the agency who has executed and in case it is only labour+consumables without T&P, then the responsibility of execution is assigned to the first agency and not to the agency who has executed only as labour supply contractor. Further, BHEL reserves the right to ask for further proofs including submission of TDS certificates for the said job iii) In case the qualifying experience is claimed by private organizations based on Work Order and completion certificates from another private organization, BHEL reserves the right to ask for further proofs including submission of TDS certificates for the said job iv) Assessing Bidder Capacity for executing the current tender shall be as per Notice Inviting Tender v) Price Bids of shortlisted bidders shall only be opened either through the conventional price bid opening or through electronic Reverse Auction, at the discretion of BHEL vi) Price Bids of unqualified bidders shall not be opened. Reasons for rejection shall be intimated in due course after issue of LOI/LOA to successful bidder and receipt of unqualified acceptance from the successful bidder vii) Bidders are advised to also refer to clause no 2.9.4 regarding evaluation of their performance in ongoing projects for the current tender 1.
EVALUATION OF BIDS. While evaluating the bids for arriving at L-1 status and award of contract, the amount of GST as applicable as per GST Act as amended from time to time and rules notified by Central Govt. shall be considered.
