Programme oversight. The Steering Committee (SC) is the governing body of the programme consisting of the donors contributing to RDPP. It provides strategic leadership, overall guidance, and oversight on RDPP priorities. As the largest contributing donors, the European Union represented by the Madad Fund representative and Denmark through the Ministry of Foreign Affairs, will co-chair the steering committee, which will be the governing body of the programme. Denmark also assumes the functions of the Secretariat of the SC. The SC is convened in Brussels bi-annually, unless otherwise requested by a SC member and approved by a majority. The SC discusses progress, reviews priorities, and approves progress reports, evaluations and annual financial plans for the next implementation year. The RDPP PMU is accountable to the SC and provides financial and programme progress reports to the SC. A minimum number of two thirds of the SC members are required for quorum, which must include the two co-chairs of the SC (European Union and Denmark). Decisions in the SC are made by unanimity. In case of disagreement, consensus is being sought and if not possible, the vote of the majority will prevail, as long as the two co-chair members are part of this majority.

Programme oversight. Oversight of the Programme, and responsibility for the overall monitoring of the status of compliance with the conditions for disbursement, will be entrusted to a Steering Committee chaired by the Minister of Justice. This Steering Committee will include members of key ministries and institutions directly involved in the implementation of the present programme2, and representatives of the European Union. The following permanent members of the Steering Committee are foreseen: Minister of Justice (Chairperson) Minister of Finance State Chancellery (National Coordinator of the External Assistance). Representatives of the following Institutions will also participate according to the areas of reform in discussion: Ministry of Internal Affairs Parliamentary Legal Committee for Appointments and Immunities Superior Council of Magistrates Supreme Court Prosecutor General Superior Council of Prosecutors National Union of Bailiffs National Anticorruption Centre European Union Delegation to Moldova The Minister of Justice may propose additional members to the Steering Committee. The Ministry of Justice shall be in charge of organising and convening Steering Committee meetings. The members shall be notified in writing, with draft agenda and, if any, minutes of the previous meeting. The composition of the Steering Committee may be changed in the light of the institutional changes. If relevant, the Steering Committee may decide to invite, as observers or as experts, members of other ministries or institutions relevant for the reforms, representatives of Moldovan civil society, EU technical assistance teams supporting justice sector reforms in Moldova, experts from international organisations or other relevant stakeholders. The Steering Committee shall meet at least twice a year to assess progress of the reforms promoted by the Programme. The Steering Committee will identify possible constraints to compliance with the conditions for instalment release and resolve these in a timely manner, prior to the compliance reviews. The Steering Committee shall review and approve annual progress reports drafted by the Working Groups for each pillar of the Strategy. Where appropriate and due to external factors or change of circumstances, the Steering Committee may propose modifications to the implementation of the Programme.   • Program Overview A. Goals of the Choice Neighborhoods Program. The Choice Neighborhoods Program employs a comprehensive approach to neighborhood transformation. The program transforms neighborhoods of concentrated poverty into mixed-income neighborhoods of long-term viability by revitalizing severely distressed public and/or assisted housing; improving access to economic opportunities; and investing and leveraging investments in well-functioning services, effective schools and education programs, public assets, public transportation, and improved access to jobs. Choice Neighborhoods ensures that current residents benefit from this transformation by preserving affordable housing in the neighborhood or providing the choice to move to affordable housing in another neighborhood of opportunity.
