Project Performance Monitoring System. 17. The Borrower shall cause MOTC to establish a PPMS within six (6) months of the Effective Date and collect baseline data for performance monitoring. The key indicators and assumptions outlined at the impact and outcome levels in the Project design and monitoring framework will be the primary data required for analysis.

Project Performance Monitoring System. 14. Within 3 months after the Effective Date, BR shall establish a Project Performance Monitoring System in line with the targets, indicators set in the Project’s design monitoring framework. Within 6 months of the Effective Date, the baseline data corresponding to indicators and targets set out in the Project status report shall be updated during the detailed design stage, disaggregated by income levels and sex as required. After the initial baseline survey, BR with support of the consultants, shall conduct annual survey and quarterly monitoring of indicators and submit quarterly report to ADB throughout Project implementation.

The Borrower shall ensure that progress monitoring, safeguard monitoring and benefit monitoring and evaluation shall be carried out during Project implementation by the Project Executing Agency and the IAs in a manner acceptable to ADB. Post-evaluation shall be carried out three (3) years after Project completion. A Project Performance Management System shall be developed on the basis of the Project design and monitoring framework to examine the Project’s technical performance, evaluate delivery of Project facilities, assess achievement of Project objectives and measure the Project’s social, economic, financial and institutional impacts. Baseline and periodic surveys shall be carried out to collect data disaggregated by income group, gender, types of vulnerability and other characteristics as appropriate.
